Deputy Mayor Xu is in charge of the work of science and technology, ethnic and religious affairs, human resources, social security, foreign affairs, digital reform, and government approval services.

He supervises the city’s Municipal Science and Technology Bureau, the Minicipal Ethnic & Religious Affairs Bureau, the Municipal Human Resources & Social Security Bureau, the Foreign Affairs Office (Hong Kong & Macao Affairs Office), the Municipal Digital Resources Bureau, the Administrative Approval Office (Office of Public Resource Trading Management Committee), the Management Board of Qiantang New District, and the Management Board of High-Tech Zone. 

The Deputy Mayor is also the appointed liaison to Hangzhou Taiwan Affairs Office, Hangzhou Overseas Chinese Affairs Office, Hangzhou Association for Science and Technology, Hangzhou Federation of Industry & Commerce, CCPIT Hangzhou Sub-council (International Trade Council), State Grid (Hangzhou), the Municipal Tobacco Administration, China Telecom (Hangzhou), China Mobile (Hangzhou), China Unicom (Hangzhou), Sinopec (Hangzhou), CNPC (Hangzhou), China Tower (Hangzhou), and Hangzhou International Airport Co., Ltd.
