Chen is in charge of Taiwan affairs, foreign affairs, overseas Chinese affairs, industry & information, science & technology, market supervision, quality technology supervision, production safety, finance, Hangzhou Hi-Tech Industry Development Zone, Hangzhou National Innovation Zone, power, post and telecommunication.
 

Chen supervises the government’s Taiwan Affairs Office, Economic and Information Technology Commission, Commission of Science & Technology (Bureau of Intellectual Property and Seismology Bureau), Market Regulation Bureau, Bureau of Quality and Technical Supervision, Safe Production Supervision Administration (Office), Overseas Chinese Affairs Office, Financial Affairs Office, Administrative Committee of Hangzhou Hi-Tech Industry Development Zone, Hangzhou Industrial Investment Group, Municipal Finance and Investment Corporation, Bank of Hangzhou, Hangzhou United Bank, and other authorized industrial enterprises.
 

Chen is the liaison deputy mayor with State Grid Hangzhou Branch, Hangzhou Municipal Postal Administration, Tobacco Bureau, Hangzhou Telecom Co., Hangzhou Mobile Co., Hangzhou Unicom Co., Sinopec Hangzhou Co., PetroChina Hangzhou Co., Hangzhou Post, Hangzhou Municipal Trade Union and Municipal Association of Science and Technology, and financial institutions in the city.
