Deputy Mayor Huan is responsible for the civil affairs, forestry, water conservancy, agricultural and rural affairs, and veterans affairs.

Huan supervises the work of the city’s Municipal Civil Affairs Bureau, the Municipal Forestry and Water Conservancy Bureau, the Municipal Agriculture and Rural Affairs Bureau (the Municipal Rural Revitalization Bureau), the Municipal Veterans Affairs Bureau, the Supply and Market Cooperative, the Academy of Agricultural Sciences, and the city’s ongoing initiatives on integrated public services and the “Seven Priorities.”

He is the appointed liaison to Hangzhou Municipal Meteorological Bureau and the Municipal Disabled Persons’ Federation.
