Born in November 1955 in Hangzhou, Mr. Zhang (Han Nationality) started to work in August 1978 and joined the Communist Party of China (CPC) in July 1985. Zhang holds an M.B.A. from Xiamen University and obtained a second master degree from the Party School of the CPC Central Committee.
