On December 21, the CPC Xihu District Talent Office teamed up with ModelScope Community and Datawhale to host a vibrant Developer Carnival at the Cloud Valley Center - a buzzing hub for tech talents in Hangzhou.
The highlight of the event? The official launch of the ROCm Developer Learning Center on ModelScope. Designed as a global, open-access platform, the center will offer AI training, hands-on labs, and community-driven collaboration - all centered around the ROCm open-source ecosystem and AI application development. Through structured courses, immersive workshops, and project incubation programs, it aims to supercharge the technical skills and creative potential of the next generation of developers.
Organizers also rolled out key initiatives to attract young talent to ModelScope, including the newly upgraded “Xihu Talent Attraction Program 2.0.” This policy isn’t just about recruitment - it’s a full-cycle support system tailored to AI talent, covering everything from on-boarding and mentorship to housing, incentives, and career acceleration.
“In open-source communities, how you’re evaluated is changing,” said Wang Nan, Deputy Director of the CPC Xihu District Organization Department and Executive Deputy Director of the Talent Office. “It’s no longer just about degrees - it’s about your code’s impact, your contributions, your influence. Our policies need to evolve accordingly and be custom-built to fuel real growth in these communities.”
Under the new framework, ModelScope can nominate top AI contributors for inclusion in the Xihu District Talent Pool. Once approved, they’re eligible for up to RMB 150,000 in rental subsidies. Just two kilometers from Cloud Valley - the epicenter of Hangzhou’s cloud computing and AI industry - the district has also launched a dedicated Youth Talent Community, offering affordable, high-quality housing exclusively for innovators. And for those ready to build more than just code? The stakes are high, and so is the support. Outstanding founders can apply for the “Xihu Talents Entrepreneurship Program,” with selected projects receiving up to RMB 10 million in funding to turn breakthrough ideas into real-world impact.
