Deputy Mayor Zhang is responsible for city’s progress in industry, IT, commercial affairs administration, state-owned assets supervision, digital reform, investment promotion, and public service administration, etc.

Zhang supervises the city’s Municipal Economy and Information Technology Bureau (Municipal Digital Economy Administration), the Municipal Bureau of Commerce (FTZ Hangzhou Administration, the Municipal Grains and Materials Bureau), the Municipal State-owned Assets Supervision Commission, the Municipal Data Administration, the Municipal Investment Promotion Bureau, the Office of Municipal Comprehensive Approval Administration, and Qiantang New District Administration Committee.

He is the appointed liaison to State Grid (Hangzhou), the Municipal Tobacco Administration, China Telecom (Hangzhou), China Mobile (Hangzhou), China Unicom (Hangzhou), Sinopec (Hangzhou), CNPC (Hangzhou), China Tower (Hangzhou), municipal SOEs, the CCPIT Hangzhou Sub-council (International Chamber of Commerce), the Municipal Federation of Industry and Commerce, Qianjiang Customs, and HIA Co., Ltd.
