Chen Jin is responsible for the general affairs of the municipal government, for the development of railway, airport and other major transport infrastructures, and the work for common prosperity. She is also the assistant to the Mayor for the audits of the municipal government.

Chen supervises the General Office, the Municipal Development & Reform Commission (the Regional Support & Cooperation Bureau), the Municipal Finance Bureau, the Municipal Emergency Response Administration, the Municipal Bureau of Statistics, the Municipal Government Affairs Bureau, the Municipal Office of National Defense Mobilization (Civil Air Defense Office), the Municipal Research Office (the Counselors’ Office), the Office in Beijing, the Office in Shanghai (Shenzhen), the Chengxi Sci-Tech Innovation Corridor Administration Committee, the Linkong (Airport) Economic Demonstration Zone Administration Committee, and the Qianjiang New CBD Administration Committee.

She is also the appointed liaison to the city’s People’s Congress, CPPCC Municipal Committee, the Municipal Supervision Commission, the Local Finance Bureau, the Municipal Archives Bureau, the Municipal Archives Center, the Fire Rescue Detachment (Municipal Fire Rescue Bureau), the Municipal Taxation Bureau, the Municipal Investigation Unit of the National Bureau of Statistics, the Federation of Trade Unions, the democratic parties, the Armed Police Region, the Armed Police Hangzhou Detachment, and the national financial institutions in Hangzhou.
