Deputy Mayor Luo chairs the city’s Municipal Public Security Bureau.

He is also the appointed liaison to the city’s Intermediate People’s Court, People’s Procuratorate, the Municipal Bureau of Letters and Calls, and the Municipal National Security Bureau.
