Deputy Mayor Luo chairs the city’s Municipal Public Security Bureau.

He is also the appointed liaison to the city’s Municipal Ethnic & Religion Affairs Administration, the Intermediate People’s Court, the People’s Procuratorate, the Municipal Bureau of Letters and Calls, and the Municipal National Security Bureau.
