Hangzhou West Lake Scenic Area Administration Commission (Hangzhou Bureau of Gardening and Cultural Relics, Hangzhou Beijing-Hangzhou Canal (Hangzhou Section) Comprehensive Protection Commission)

Leads and manages Hangzhou West Lake Scenic Area on behalf of Hangzhou Municipal Government. Responsible for protection, use, planning, and construction of the area. Hangzhou Bureau of Gardening and Cultural Relics is a government unit responsible for gardening and relics. Hangzhou West Lake Scenic Area Administration Commission and Hangzhou Bureau of Gardening and Cultural Relics are one working team with two department names. 

1. Responsibilities of the CPC Hangzhou West Lake Scenic Area Committee and Hangzhou West Lake Scenic Area Administration Commission (Hangzhou Bureau of Gardening and Cultural Relics):

a. Implements major decisions and work deployments of the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government. Represents the CPC Hangzhou Municipal Committee to lead and supervise Hangzhou West Lake Scenic Area. 

b. Implements laws, rules, regulations and policies of the nation and the province about scenic areas, gardening, and cultural relics. Drafts regional rules, regulations and policies, and implements them after getting approval. 

c. Devises management rules and implements them after getting approval. Responsible for protection, management and monitoring at sightseeing spots of West Lake.  

d. Devises plans of general development and economic and social development for Hangzhou West Lake Scenic Area, based on the city’s general development; implements such plans after getting approval. Makes plans to protect sightseeing spots and detailed plans to tap tourist resources in a controlled way; implements such plans after getting approval. Works with government units to make plans for environmental protection, infrastructure and public facilities; implements such plans after getting approval. Makes plans for gardening and cultural relics protection; implements such plans after getting approval. Reviews, approves applications of various types. 

e. Responsible for construction, management of Hangzhou West Lake Scenic Area. Responsible for reviewing, planning construction projects. Manages  construction projects, property projects. Responsible for house demolition and relocation, law enforcement supervision, and management of rural land for house construction purposes. 

f. Responsible for protection, administration of Hangzhou West Lake Scenic Area. Responsible for environmental protection and supervision, garden maintenance, forestry management, and urban management. Instructs on management of West Lake waters. 

g. Responsible for managing budgets, final account, annual plans for use of special funds, state-owned assets, accounting, and assistance in taxation. Manages investments in infrastructure. Responsible for statistics, commodity pricing and auditing.

h. Responsible for introducing investments to Hangzhou West Lake Scenic Area. Reviews, approves investment projects and grants permits for investors. Manages tourism and foreign economic and technology cooperation. Responsible for dealing with foreign affairs. Reviews, files for travels abroad and invitation for foreigners’ visits. 

i. Responsible for managing culture, education, technology, family planning, civil affairs, human resources, and social security affairs. 

j. Responsible for protecting, managing grade-1 “West Lake Longjing Tea” protection area. 

k. Implements the city’s gardening industry management responsibilities. Responsible for inviting biddings for the city’s greenery maintenance and gardening projects, and quality and work safety supervision. Participates in reviewing the plans for renovating urban neighbourhoods, old towns and public facility construction. 

l. Instructs on, supervises, coordinates management of the city’s urban greeneries. Organizes obligated tree planting activities. 

m. Responsible for excavating, protecting, using, and managing the city's cultural relics. Organizes surveys of relic resources. Enforces laws to administrate affairs related to relics. Works with and instructs on districts, counties and county-level cities on relics-related work. 

n. Protects, manages Hangzhou as a city of well-known relics and cultures. Participates in protection of historical architecture and streets. Responsible for managing the city’s museums. 

o. Works with branches and representative offices of government units. Administrates sub-district offices in the area. 

p. Implements other obligations as delegated by the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government. 

2. Other duties of the CPC Hangzhou West Lake Scenic Area Committee and Hangzhou West Lake Scenic Area Administration Commission:

a. Implements major decisions and work arrangements of the CPC Hangzhou Committee and Hangzhou Municipal Government. 

b. Devises general plans and economic and social development plans for the West Lake sub-district, based on Hangzhou’s general plans and economic and social development plans; implements them after getting approval. 

c. Responsible for managing the area’s agriculture, industry, commerce, trade, organizations, human resources, social security, public security, administration of justice, civil affairs, culture, education, science and technology, family planning and sports. 

d. Responsible or planning, construction management, real property management, environmental protection, and cultural relics preservation. 

e. Plans, constructs, and manages infrastructures and public facilities. 

f. Plans, approves registration of startups and investment projects. 

g. Promotes development of civil affairs, culture, education, science and technology, family planning and sports. Organizes construction of water conservation projects. 

h. Manages finances, state-owned assets, auditing, commodity pricing, and statistics. 

i. Performs other duties as delegated by the CPC Hangzhou Committee and Hangzhou Municipal Government.
