Deputy Mayor Jin is responsible for education, science and technology, public health, sports, and healthcare security affairs.

He supervises the city’s Municipal Education Bureau, the Municipal Bureau of Science and Technology, the Municipal Health Commission (Municipal Disease Control Bureau), the Municipal Bureau of Sports, the Municipal Bureau of Healthcare Security, and Hangzhou High-Tech Zone Administration Committee.

He is also the appointed liaison to the city’s Municipal News & Press Bureau (Intellectual Property Administration), the Municipal Committee for the Wellbeing of Next Generations, the Municipal Culture, Broadcast, Television and Tourism Bureau, the Local Chronicles Office, Hangzhou Normal University, Hangzhou City University, Hangzhou Polytechnic (Hangzhou Open University, Hangzhou Community University), Hangzhou Polytechnic University, Hangzhou Institute for Advanced Study, UCAS, the Federation of Literary and Art Circles, the Association for Science and Technology, the Federation of Social Sciences (Academy of Social Sciences), the Red Cross Society, and Qian Yuan Lab.
