Deputy Mayor Lu is responsible for judicial affairs, human resources, social security, environmental protection, foreign affairs, and market regulation.

He supervises the city’s Municipal Bureau of Justice, the Municipal Human Resources and Social Security Bureau, the Municipal Environmental Protection Bureau, the Foreign Affairs Office (the Hong Kong and Macao Affairs Office), and the Municipal Market Regulation Administration (Municipal Intellectual Property Administration).

He is also the appointed liaison to the Overseas Chinese Affairs Office, the Taiwan Affairs Office, the Youth League Hangzhou Committee, the Women’s Federation, and the Overseas Chinese Federation.
