2. Planning, assisting the city’s comprehensive transportation system. Working with related government units to devise comprehensive transportation system and transportation hubs. Making, implementing development plans for roads, waterways, and ports. Working with related government units to devise, implement plans for public passenger transportation. 3. Inspecting the city’s transportation market. Administering the road, waterway, subway, and rail transit transportation industries. Devising, implementing policies, systems, and standards. 4. Responsible for market supervision of road, waterway, and port construction projects. Devising policies, systems, and technology standards for constructing, administering infrastructure such as roads, waterways, and ports. Participating in construction of public transportation facilities, and inspecting the facilities. Instructing on the building, administration, and maintenance of rural roads. Implementing laws on biddings for transportation industry projects. Supervising construction quality and safety of transportation projects. 

5. Responsible for safety of waterway transportation (except that on the West Lake). Inspecting use of vessels, water facilities, and products used on vessels. Managing the occupation of riverbanks due to construction of facilities for ports and waterways. 

6. Proposing amount, trend, and fund arrangements for road, waterway, and port-related fixed asset investments. Instructing on the building of investment and financing platforms for transportation construction projects, and forming of investment mechanisms. Supervising administrative charges, subsidies, funds in addition to budgets, and other special funds. Collecting statistics for the transportation industry and releasing such statistics to the public. 

7. Responsible for tackling production safety and emergency incidents for the city’s transportation sector. Working with relevant government units to safeguarding bus stops, train stations, and ports. 

8. Instructing on technology progress and informatization of the sector. Improving environmental protection, energy conservation, and emission cutting in the industry. Promoting technology exchange and cooperation with foreign counterparts. 

9. Responsible for transportation-related war preparation work. Instructing on work of transportation units of districts and counties/county-level cities. 

10. Completing other tasks delegated by the municipal government.
