Implementing administrative licensing, inspection, and management of agricultural materials such as seeds, seedlings (including those for edible mushrooms), breeding stock, fingerlings,  silkworms, agricultural chemicals, veterinary drugs, animal fodders, and fodder additives. Tackling illegal agricultural activities. Instructing on, coordinating solution of agricultural production accidents and disputes. Instructing on building of administrative  law enforcement system and credit system for purchasing agricultural materials. 

3. Responsible for quality safety of agricultural produce in the production link. Drafting, implementing technology standards for agricultural production. Drafting agricultural product quality safety standards. Responsible for agricultural product certification and administration. Responsible for prevention, treatment of diseases, and pests for crops, aquatic products, and animals. Instructing on building of epidemic prevention, quarantine systems for plant and animal diseases. Monitoring plant and animal endemics, and organizing the fight against endemics. Organizing projects including “vegetable basket,” modern agricultural park, facility agriculture, grain production function area, and transformation of low-to-middle yield farmland. Surveying farmland quality. Managing farmland quality. Protecting basic farmland, standard farmland. Testing quality of additional farmland and improving yield. Protection, managing agricultural species resources. Drafting plans for agricultural ecology development. Instructing on work related to ecological agriculture, recycling agriculture. 5. Drafting developments, related policies for generalizing agricultural technologies and building teams for such work. Implementing strategies to boost agriculture sector with technologies. Administering outcomes of agricultural technology research. Coordinating cooperation between agricultural, scientific and education sectors. Organizing commercialization and generalization of agricultural technologies. Responsible for projects related to seeds, seedlings, breeding stock, and fingerlings. Instructing on agricultural technology generalization systems. Instructing on work related to agricultural education and vocational technique development. Instructing on development of bio-industry and safety of genetically modified organisms in agricultural sector. 

6. Coordinating modern agricultural development. Implementing policies, measures related to agricultural production and development. Instructing on adjustment of agricultural structure, allocation of agricultural resources, and development of agricultural product quality. Instructing on commercial operation of agricultural sector. Supporting forming of social service system for agricultural sector. Participating in building, development of cooperative organizations for agricultural economy, and professional cooperatives for farmers. Participating in work related to processing and distribution of agricultural products. Participating in building of the city’s agricultural information system.  

7. Responsible for operating, managing agricultural state-owned asset. Drafting, implementing policies to develop the city’s farm economy. Participating in work related to foreign affairs, foreign investments and foreign trade in agricultural sector. Organizing economic and technological exchange in agricultural sector with foreign counterparts.
