Main Responsibilities:            

Hangzhou Municipal Health and Family Planning Commission is the government unit in charge of the city’s health and family planning work. 

1. Implementing guidelines, policies, law and regulations of the nation, the province about health and family planning. Drafting, implementing related regional regulations, rules and policies. Compiling, implementing health, family planning development strategies, general plans and annual plans. Making special plans, local standards, and technical specifications for health and family planning.  Instructing on, supervising, inspecting implementation of the plans. Planning allocation health and family planning service resources. Compiling, implementing health and family planning plans. 

2. Making plans for disease control, immunization. Devising, implementing measures to intervene in serious public health crisis. Making health plans for contingency purposes. Monitoring public health emergencies, and assessing the risks. Organizing and instructing on prevention, control of public health emergencies. Providing medical, health rescue for public emergencies. Responsible for reporting epidemic information,   contingent treatment of publish health emergencies. 

3. Supervising, administering occupational health, radiological health, environmental health, school health, psychological health, public location health, edible water safety, patriotic health, and epidemic prevention and control. Organizing surveillance, assessment on food safety. Instructing on, implementing food safety enterprise  standard applications. 

4. Instructing on improvement of the city's grassroots health, family planning, maternal and child care service system. Promoting equal rights to access basic public health and family planning services. Improving new mechanisms in grassroots operations and rural doctor management system. 

5. Responsible for management of the city’s medical institutions and medical service sector. Compiling and implementing rules, standards for medical institutions, medical services, medical technologies, medical safety, and blood collection/supply management. Making and implementing professional practice rules, service rules for  workers in health, family planning sectors. Forming medical service rating, inspection and management systems. 

6. Pushing ahead public hospital reform. Forming public benefit-oriented performance examination and assessment mechanism. Advising on medical service and drug price policies. Encouraging, guiding private capital to set up medical institutions. Promoting healthy development of non-public medical institutions in compliance with regulations. Building up harmonic relationship between doctors and patients, and maintaining good medical order. 

7. Responsible for organizing, implementing the national basic drug system, relevant policies, and rules about purchases, delivery and use. Responsible for implementing and inspecting centralized purchasing of drugs and medical instrument. 

8. Responsible for implementing birth policies. Organizing, implementing policies and measures to promote balanced births. Monitoring dynamics of family planning. Advising on issuing family planning-related safety cautions and forecasts. Building up, implementing management system for family planning technical services. Making, implementing policies to improve prenatal and postnatal care as well as quality of births. Pushing ahead family planning and reproductive health plans. Reducing number of births with defects. 

9. Forming incentive mechanisms for family planning, support for families with disabled only children or losing their only children, and promoting the development of families complying with family planning policies. Coordinating with relevant government units and mass societies to implement family planning-related obligations. Forming mechanisms in line with the economic and social development policies. Proposing policies and measures to keep birth rate at a low level. 

10. Devising, implementing work system to serve and manage family planning of floating population. Forming regional coordination mechanisms for family planning of floating population, and work system for family planning information sharing and public services. 

11. Responsible for instructing on team building for the city’s health and family planning sector. Forming, implementing standardized training system for residents and specialist doctors. Enhancing talent fostering for much needed positions including general practitioners.

12. Implementing scientific research projects related to health and family planning. Organizing research in key disciplinary areas. Participating in making development plans for medical education. Working with and instructing medical schools on medical and family planning education. Implementing medical education and further medical education after graduation. 

13. Perfecting comprehensive supervision and law enforcement system for grassroots health and family planning. Supervising, inspecting implementation of laws, regulations, and policies. Investigating major illegal activities. Supervising implementation of the policy that bans heads of family planning units in local government from being promoted in case of serious violation of family planning policies among local people. 

14. Responsible for publication of health and family planning policies, health education, health promotion, and informatization. Doing statistical research and surveys. 

15. Organizing relevant international exchange and cooperation as well as foreign aid. 

16. Responsible for inheritance of the traditional Chinese medicine, its innovation, and its integration with modern medicine. Planning, coordinating development of traditional Chinese medicine and modern medicine.

17. Responsible for the medical care for the people confirmed by the city’s health care commission. Responsible for medical support for important meetings and activities. 

18. Responsible for managing municipal-level public institutions for health and family planning. Doing routine work of the city's patriotic health campaign commission, the city’s public health commission, and the population and family planning leading group. 

19. Completing other tasks delegated by the municipal government.
