Hangzhou Municipal Foreign Affairs and Overseas Chinese Affairs Office

Main Responsibilities:

1. Implements guidelines, policies, laws and regulations of the nation, the CPC Zhejiang Provincial Committee, and the province about foreign affairs, overseas Chinese affairs and Hong Kong, Macau affairs. Responsible for supervision and inspection. Conducts surveys, research on the city’s economic, social development, foreign affairs, overseas Chinese affairs, and Hong Kong, Macau affairs to advise the CPC Hangzhou Municipal Committee and the municipal government on such affairs. Drafts regional regulations and rules on foreign affairs, overseas Chinese affairs, and Hong Kong, Macau affairs. Compiles related policies and organizes implementation. 

2. Manages the city’s foreign affairs, overseas Chinese affairs, and Hong Kong, Macau affairs. Responsible for reviewing major activities that have foreign attendees, files applications, makes plans and coordinates the activities. Works with government units to tackle issues related to foreign affairs, overseas Chinese affairs, and Hong Kong, Macau affairs. Coordinates plans for activities related to foreign affairs, overseas Chinese affairs, and Hong Kong, Macau affairs. Assists units of the Central Government and the provincial government in such affairs and activities. 

3. Assists with reception of state guests, party guests to the city. Responsible for receiving officials from foreign embassies and consulates in China, and officials and senior executives of foreign countries, Hong Kong, Macau, well-known enterprises and organizations. Plans foreign affairs activities for leaders of the CPC Hangzhou Committee, the municipal People’s Congress, the municipal government and the municipal People’s Consultative Conference. Instructs on the reception of other foreign guests. 

4. Manages activities of officials from foreign embassies and consulates in China in the city. Coordinates the city’s participating in activities hosted by foreign embassies and consulates in China. Responsible for coordinating, tackling emergency situations that involve foreigners. Responsible for coordinating consular protection for the city’s workers and organizations in foreign countries. Works with relevant units to manage foreigners. 

5. Responsible for organizing activities with foreign sister cities and other organizations with friendly connection. Manages the city’s connection with foreign countries, reviews applications and conducts routine exchange. 

6. Reviews, approves applications for business trip abroad, to Hong Kong and Macau. Invites foreign personnels and personnels from Hong Kong, Macau to visit the city. Organizes foreign visits for the city’s vice-provincial governor-level leaders, and invites their counterparts to visit the city. Issues passports for people traveling abroad for business trips, passes for people traveling to Hong Kong and Macau for business purposes, and visas to foreign countries (APEC Business Travel Card). Responsible for consular certification. Urges, works with relevant government units to educate personnels traveling abroad, Hong Kong and Macau on foreign affairs policies and disciplines. 

7. Responsible for planning, coordinating with relevant government units and social groups on overseas Chinese affairs. Works with relevant government units to tackle emergency situations involving overseas Chinese. Instructs the city’s districts, counties (county-level cities) on overseas Chinese affairs.

8. Instructs on, hosts friendship activities and services for overseas Chinese. Hosts friendship activities for overseas Chinese sector in Hong Kong and Macau special administrative regions. Works with relevant government units on personnel arrangements for oversea Chinese, Hong Kong, Macau compatriots and overseas Chinese that have relocated to the city. Works with relevant government units on overseas Chinese affairs related to Taiwan. Review, approves applications related to overseas Chinese affairs. 

9. Instructs on work related to overseas Chinese that have relocated to the city. Organizes, coordinates the protection of legal rights for overseas Chinese, including those that have relocated to the city. Instructs on, participates in the use and management of the property donated by overseas Chinese. Responsible for confirming the identity of overseas Chinese. 

10. Instructs on, pushes ahead overseas Chinese-, Hong Kong/Macau-related economic, technology, cultural and talent cooperation and exchange. Deals with complaints related to overseas Chinese and Hong Kong/Macau economy. 

11. Responsible for contacting, receiving the Liaison Office of the Central People's Government in the Hong Kong/Macau Special Administrative Region, the Office of the Commissioner of the Ministry of Foreign Affairs, Hong Kong/Macau Special Administrative Region governments, celebrities, important social groups, well-known enterprises and organizations. Responsible for instructing on, managing affairs related to the city’s official exchange with Hong Kong and Macau. 

12. Manages the city’s social organizations regarding external friendship ties. Plans, organizes international exchange for the city’s social organizations. Responsible for contacting, receiving celebrities and important social groups.

13. Responsible for managing, serving foreign reporters to the city. Instructs on, pushes ahead overseas Chinese-related publicity, cultural exchange and Chinese language education. Works with, assists the foreign public relations unit on external publicity and guides foreign media about Hangzhou reports. 

14. Responsible for educating and training cadres, personnels in foreign affairs and overseas Chinese affairs units. Assists discipline inspection and relevant units in supervising implementation of foreign affairs disciplines and confidentiality system. Assists in tackling illegalities and solve major cases of violating foreign affairs disciplines and confidentiality system.

15. Does routine work of the Office of Foreign Affairs Leadership Team under the CPC Hangzhou Municipal Committee. 

16. Does routine work of the Secretariat of the Belt and Road Local Cooperation (BRLC). 

17. Achieving other tasks delegated by the municipal government.
