The government will not tolerate mediocre and lazy working styles, and encourage tackling problems and difficulties pragmatically. Performance assessment and management systems will boost government innovation. Mistakes in decision-making will be investigated and punished. The reform on unified payment through the national treasury, official spending card and the third-batch government cars will enhance the management of state asset and control on local government liabilities. For major government investment projects, “generation organic” system will be adopted. The regulation of financial budget management will curtail expenses and increase revenues. Traveling abroad on business and official reception spending will be monitored and regulated.

Corruption will be further cracked down. The city will strictly implement the clean governance principles for leaders and cadres, and carry out the responsibility system for clean government. The digital monitoring on administration in project tendering, land transferal, government procurement and transactions of public resources will be enhanced. Strict control on government investment projects and project owners’ internal control system will reduce the possibility of corruption. Budget and auditing management will be enhanced and efforts will be put in to build an industrious and honest team of functionaries.
