2013 Hangzhou Municipal Government Work Report

(Delivered on the Third Session of the Twelfth Hangzhou People’s Congress on February 19, 2013)

Dear Delegates,

  On behalf of Hangzhou Municipal People’s Government, I now present to you my report on the government work for your deliberation and approval and ask for suggestions from members of Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) and other attendees. 

I. Work Review of 2012

In the face of severe and complicated international and domestic situations in 2012, the whole city, working together and doing much solid work to overcome all kinds of difficulties, have successfully completed the annual tasks and reached its goal of the whole year under the wise guidance of Communist Party of China Zhejiang Provincial Committee, Zhejiang Provincial People’s Government and Hangzhou Municipal People’s Government by taking scientific development as its theme, accelerating the transformation of economic growth mode as its main task, boosting the economy, making people wealthy and having a harmonious society as its goal. The Gross Domestic Product (GDP) reached 780.398 billion yuan, with an increase of 9%; the General Fiscal Revenue was 162.789 billion yuan, increased by 9.3%, among which the local Fiscal Revenue was 85.999 billion yuan, increased by 9.5%; the disposable income of urban residents per capita reached 37,511 yuan and rural residents per capita net income was 17,017 yuan, increased by 10.1% and 11.6%, respectively; the newly employed labor reached 243.6 thousand and the registered urban unemployment rate was 1.63%; the consumer price increased by 2.5%; and the natural population growth rate stood at 3.95‰.

II. Major Work in 2013

The year 2013 is the first year that Hangzhou comprehensively implements the spirits of the Eighteenth National Congress of the Communist Party of China, the key year to the implementation of the 12th Five-Year Plan, an important year to accelerate the innovation-driven development, and a year to deepen a balanced and coordinated development between urban and rural areas. It is of great difficulty but significance to do a good job and maintain the steady and healthy development of the economy and society this year.

The general idea of this year’s government work is as follows. Holding the great banner of socialism with Chinese characteristics, the government will comprehensively implements the spirits of the Eighteenth National Congress of the Communist Party of China and the deployment of the provincial and the municipal party committee, with Deng Xiaoping’s theory, the “Three Represents” theory, and the concept of scientific development as a guide. Centering on the theme and the main thread, purpose, the government will adhere to innovation and new urbanization as two drives of the development, further carry out the “Six Strategies”, and firmly promote the construction of “Three Cities and Three Districts”. The government will make progresses steadily and start a new era so as to turn Hangzhou into a city of high quality, happiness and harmony in the eastern part of China. 

In 2013, the main expectations for the city’s economic and social development are as follows. The regional GDP growth is at about 10%; the total retail sales of consumer goods grow by more than 16%; the investment in fixed assets increases more than 14%; the export grows by 8%; the local fiscal revenue growth is more than 6%; the disposable income growth per capita in urban and rural areas is above 11% and 12%, respectively; the energy consumption per unit GDP falls by more than 4.8%; carbon dioxide and other main emission reduction targets meet the requirements; consumer price inflation is to be controlled around 3.5%; the number of the newly employed people arrives at 186,700 in urban areas; urban registered unemployment rate is within 4%; and the natural population growth rate is in 5 ‰.

The following six aspects will be the focus of our future work: 

(I) Promoting a balanced development by overcoming difficulties

(II) Take innovation as the driving force and firmly restructure the economy

(III) Promoting urban and rural integration by overall planning and interaction

(IV) Improving people’s livelihood and strengthening social development and management

(V) Protecting the Environment and Making Hangzhou a Beautiful City

Appendix: Glossary

Ten Major Industries : It refers to the following ten major industries during “The Twelfth Five-Year Plan” that are Hangzhou’s focus of development: cultural creation, leisure and traveling, financing service, e-commerce, information software, sophisticated equipment manufacturing, Internet of things, biomedicine, energy-saving and environmental protection, and new energy.        

Dajiangdong Industrial Cluster and High-tech Venture Cluster Park in Western Hangzhou: They are the two Industrial clusters of Hangzhou at provincial level. Dajiangdong Industrial Cluster is located along the Qiantangjiang River, in the northeast of Xiaoshan District. It features airport economy and modern industry, focuses on sophisticated manufacturing, high technology industry, modern service industry, and strives to become a demonstration area of modern industry cluster development in eastern Hangzhou. High-tech Venture Cluster Park is located in Yuhang District and Lin’an District, which is a modern service cluster area that features scientific invention and ecological harmony, and also an important base for strategic emerging industries. Its key planned area includes Yuhang Creation Base and Lin’an Zhejiang Provincial Creation Base of Science and Research Institution (Science and Technology City).   

Global Creative Cities Network : UNESCO has launched a project, and the cities that joined in the global creative cities network are appointed one of the following 7 titles: “City of Literature”, “City of Film”, “City of Music”, “City of Design”, “City of Media Arts”, “City of Folk Arts”, and “City of Gastronomy”.

wifi: It is a widely-used wireless network transmission technology. It converts wire signal into wireless signal, which then is received by terminals such as computers, mobile phones, PDAs that support that technology.  

“Three-in-One” Agricultural Public Service System : It refers to a “three-in-one” new grassroots agricultural public service system in Zhejiang that includes the promotion of agricultural technology, the prevention and control of epidemic diseases of animals and plants, and the quality supervision and control of agricultural produce.

Hangzhou Future Sci-Tech City : It is also referred to as “Creative Park”, which is located in Yuhang District. The overall planned area is 113 square kilometers. Its development focus includes the experimental reform area of talent development that operates on a completely new mechanism, a highland for enterprising and creation that gathers high-level talents, and Xixi intelligence silicon valley that radiates out into Yangtze River Delta. It was listed by the Organization Department of the Communist Party of China Central Committee as one of the four major talent bases at the national level that are constructed in a concentrated way by the central enterprises.

Qingshan Lake Sci-Tech Town : It is also referred to as Zhejiang Provincial Creation Base of Science and Research Institution, which is located in the Qingshanhu lake area in Lin’an with an overall planned area of 115 square kilometers. Its goal is to build four areas that are internationally advanced and domestically first-class: an area concentrated with sci & tech resources, a source area of technological innovation, an incubation area of high and new technology enterprises, and a demonstration area of low carbon economy.  

The Southeast Section of Metro Line 2: The whole length of southeast section of Metro Line 2 is about 18.338 kilometers, which is north-south oriented. Along the line, there are altogether 13 stops, passing Chaoyang Village Station, running along Shixin South Rd Station, Shixin Middle Rd Station, Shixin North Rd Station, Qianjiang Century City Station, in the Xiaoshan District, crossing Qiantang River, and finally reaching Qianjiang Rd. Station.

Linking the Counties and Villages: It refers to the joint construction campaign that “one hundred groups link one hundred counties, one thousand enterprises link one thousand villages”. More than one hundred groups will be organized to link more than one hundred counties, and more than one thousand enterprises (units) will be mobilized to link more than one thousand administrative villages. Over 10000 leaders and party members will help over 10000 needy families in the city and countryside, so as to co-build a new countryside. 

“Double Hundred Project” of Talents in Urban and Rural Areas: It refers to the practice of sending 100 professional technicians to take a temporary post in the five counties (cities) to train a batch of local professional technicians. In the meantime, the five counties (cities) will also choose 100 technicians and send them to municipal or provincial key units in the cities for further training and study, thus forming a mechanism of sending 100 talents to the cities for further training and sending 100 talents to take a temporary post in the counties. 

Featured Towns : It refers to a batch of characteristic towns that Hangzhou is constructing through projects such as industry upgrading, tourism expansion, village renovation, land arrangement, with rich connotation, complete ecological functions, distinct Jiangnan style, strong Hangzhou new countryside characteristics. These towns and counties are suitable for living, starting a business, tourism, and culture development.  

Three Rivers and Two Banks: It refers to Qiantang River, Fuchun River, Xin’an River Basin with a total main stream of 231 kilometers, including main branches and their banks such as Puyang River, Lan River, Dayuan Stream, Fenshui River.

Beautiful Countryside: It refers to new socialist countryside that is constructed based on the requirement of promoting the harmonious co-existence of human beings and nature, through organically integrating the construction of ecological civilization and the construction of new countryside, organically combining promoting resources to be distributed to the countryside with encouraging countryside population to move to central village and towns. It has beauty of scientific layout, beauty of tidiness and environment, beauty of life with increasing income, beauty of countryside civilization quality.

30 Policies Concerning Technological Innovation: It refers to the 30 policies and measures listed in “Opinions on Implementing the Strategy of Strengthening the City through Innovation, Improving Regional Innovation System, Developing Innovation-Oriented Economy ” issued in 2012 by Hangzhou, the purpose of which is to propel Hangzhou to implement the strategy of strengthening the city through innovation in a large-scale, to vigorously develop innovation-oriented economy, to speed up the construction of innovation-oriented city and to find a new path which is innovation-driven and typical of Hangzhou and, so as to result in faster and more scientific development.  

DEMOCHINA 2012 Final Competition: It refers to the 7th finals of DEMOCHINA2012 Final Competition co-organized by Chuangyebang and Hangzhou Municipal Government, and guided by Zhejiang Provincial Department of Finance.

One Thousand Talents Introducing Project: It’s the short form of the project of introducing high-level talents from abroad. Within 5 to 10 years, starting from 2008, focusing on the national development strategic goal, national key innovation projects, key disciplines and key labs, central enterprises and state-owned business and financial institutions, various parks that feature high-tech industry development, will introduce 2000 talents and will also support some strategic scientists and leading talents to come back to China to start their enterprises who can tackle critical technology, develop high-tech industry, and lead emerging disciplines.

“521” Talents Introducing Project: It refers to the “521” talent-introducing project in Hangzhou from 2012 that is intended to introduce 20 excellent enterprising and innovative overseas groups from all over the world within 5 years, 100 high-level enterprising and innovative overseas talents who either chair a major project, have critical technology, or lead emerging disciplines. 

“115” Project: It refers to the project in Hangzhou to introduce 100 high-end foreign experts, 1000 overseas intelligent projects, and hire 50000 person-time foreign experts, within 5 years starting from 2011.

“16 Policies for Private Enterprises”: It refers to the 16 policies and measures listed in “Opinions on Serving Private-Owned Economy for Great Development and Great Upgrading” issued by Hangzhou Administration of Industry & Commerce, with the purpose of further optimizing investment and enterprising environment of Hangzhou, and vigorously promoting the great development and upgrading of private-owned economy. 

Financial Supermarket: It refers to a one-in-all management system that organically integrates various products and services of financial institutions, and provides enterprises and individuals with various sorts of financial products and value-added services through cooperation with social agencies and departments such as insurance, securities, appraisal, mortgage registration, and notarization. 

“Gazelle” Enterprise: It refers to the medium- and small-sized enterprises that Hangzhou is exerting itself to nurture. Gazelle is a kind of antelope that is good at jumping and running. Medium- and small-sized enterprises that have high growth are often compared to “gazelle enterprise” in the industry.

“Qinglan” Enterprise: It refers to the enterprises that are set up by teachers in universities and experts in research institutes who have technology, patents, projects, and groups. This sort of setting up enterprises in the form of groups is encouraged and supported by Hangzhou and was started in 2011.

“Eyas” Enterprise: It refers to the newly-established sci & tech enterprises of Hangzhou that are being nurtured. Hangzhou plans to foster and support 1000 newly-established sci & tech enterprises within 5 years from 2010.

“Digital Services for the Aged”: A specialized cell-phone is given to or a stationary beeper is installed for the old people who need care. When they need service, they can use the cell-phone or beeper to perform some simple operations or dial 96999 to connect to a unified old-people-caring platform of the city. 

“Ten Thousand LED Lights in Ten Cities”: It refers to the trial practice of choosing 10 cities including Hangzhou by Ministry of Science and Technology, and installing over 10000 LED lighting lamps (in roads, tunnels, metros, light rails, gas stations, underground parking lots).

Ten Cities One Thousand Vehicles: It refers to the “popularizing and application project of 1000 energy-saving or new energy vehicles in 10 cities” launched by the Ministry of Science and Technology, together with the Ministry of Finance, National Development and Reform Commission, the Ministry of Industry and Information Technology, in January 2009. It is intended to recruit 10 cities every year within 3 years and each of these cities will put 1000 new-energy vehicles into demonstration operation. 

“Thousands of Villages and Townships”: “One Thousand Towns” refers to establish chain supermarkets in villages and towns in the countryside. “Ten Thousand Villages” refers t the practice of developing village-level chain convenience stores in villages.

Four Centers and One Base: In 2010, State Council approved the implementation of “Yangtze River Delta Regional Planning”, and identified the city role of Hangzhou as establishing “an internationally important tourism and recreation center, national culture and creation center, electronic commerce center, regional finance service center, and high-tech industry base”.

Technical improvement project "Double Hundred": Hangzhou industry investment (technology renovation) will make ensure every year 100 key technology renovation projects with overall investment of over 0.1 billion yuan will be put into effect, and over 100 projects will be completed and put into production. 

Three Platforms: It refers to the three platforms Hangzhou is now constructing: platform of agricultural and sci & tech innovation, platform of agricultural scientific and technological demonstration and popularization, platform of quality improving for farmers.

Six Major Projects: It refers to the projects Hangzhou is working on, namely: the project of modern seed industry development, the project of technological support of leading industry, the project of application and demonstration of achievement transformation, the project of modern agricultural equipment, the project of nurturing agricultural and sci & tech innovation enterprises, and project of upgrading agricultural subject.  

Three Renovations and One Demolition: “Three Renovations” refers to renovating old residential areas, old factories, villages in cities. “One Demolishing” refers to demolishing unapproved constructions.

“Ten Network”: It refers to the ten network of rural areas in Hangzhou: the network of transportation, the network of ecology, the network of old-age security, the network of medical insurance, the network of convenience service, the network of education, the network of culture, the network of disaster prevention and reduction, the network of electrification, and the network of business.  

Four Groups of People: It refers to the four groups: the group of people with difficulty finding jobs in the towns and villages of Hangzhou, the group of farmers who belong to transfer of rural labor esp. those without land, the group of college graduates in Hangzhou, the group of workers who are from outside of Hangzhou but are covered by social security in Hangzhou.

“2+2” Social Security System: It refers to the working staff’s basic endowment insurance system plus urban and rural social pension insurance, working staff’s basic endowment insurance system plus basic medical insurance for urban and rural residents.

“9064” Service System Beneficial for All Senior Citizens: Among all the senior population, 90 percent of them will stay at their own home after retirement with the prop from community and assistance from social service, 6 percent will stay at their own home but after retirement enjoy the service paid by the government, and 4 percent will stay in the old-nursing homes after retirement. 

"770" Cyclical Economy Project: Centering around developing resource-saving and environmental-friendly industries, seven batches of demonstration projects will be started: a batch of cyclical industrial parks, a batch of cyclical agricultural parks, a batch of cyclical industries, a batch of “four-saving” (energy-saving, water-saving, land-saving, material-saving ) projects, a batch of cyclical and resource-efficient communities (villages and towns), a batch of projects that can recycle and harmlessly deal with wastes, and a batch of projects that can develop and apply cyclical economy technology. Seventy key projects that are representatives and have a catalyst effect will be implemented.

Administrative Cloud: It is a technological platform that is based on cloud computing, which can optimize government management and service, improve working efficiency and service level. Its core is to establish a unified basic IT structure on the lower layer of government.
