Chen is responsible for work related to health, sports, and planning and organization of the Asian Olympic Games/Paralympics.

Specifically, Chen supervises the city’s Bureau of Sports, Municipal Health Commission, and the Asian Olympics/Paralympics Organizing Committee and its work units.

Chen is the liaison deputy mayor with Hangzhou Disabled Persons’ Federation and Hangzhou Red Cross Society.
