Dai is in charge of affairs related to the government’s routine work and the construction of major infrastructure including railway, airport, and subway. He also assists with finance and auditing work.

Specifically, Dai supervises the municipal government’s General Office, Reform & Development Commission, Bureau of Public Security, Bureau of Justice, Bureau of Statistics, Bureau of Government Agency Affairs, Research Office (Advisory Office), Bureau of Data Resources Administration, State-owned Assets Supervision and Administration Commission, Administrative Committee of the West City Technology Innovation Industry Cluster Zone, Administrative Approval Service Center (Office of Hangzhou Public Resources Transaction Administrative Committee), Office of Metro Construction, Office of Financial Services, Hangzhou Transport Investment Group, Hangzhou Metro Group, Hangzhou Financial Investment Group, Bank of Hangzhou and Hangzhou United Bank.

Dai is also the liaison deputy mayor with the Hangzhou Municipal People’s Congress, Hangzhou Municipal People's Political Consultative Conference, Municipal Supervision Commission, courts, procuratorate offices, National Tax Bureau Hangzhou office, State Administration of National Security Hangzhou office, Hangzhou branch of the National Bureau of Statistics, Hangzhou Garrison Command, Hangzhou branch of the People's Armed Police, Hangzhou branch of China Fire and Rescue, offices of financial institutions in Hangzhou.
