The Work Committee of the CPC Hangzhou Economic and Technological Development Area Committee and the Administration Commission of Hangzhou Economic and Technological Development Area are representative offices of the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government. Leads, plans and manages Hangzhou Economic and Technological Development Area on behalf of the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government.
               

1. The Work Committee of the CPC Hangzhou Economic and Technological Development Area Committee and the Administration Commission of Hangzhou Economic and Technological Development Area have the following responsibilities at Hangzhou Economic and Technological Development Area (exports manufacturing area):

a. Implements major decisions and work deployments of the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government. Represents the CPC Hangzhou Municipal Committee to lead and supervise Hangzhou Economic and Technological Development Area.

b. Devises general plans, economic and social development plans for Hangzhou Economic and Technological Development Area. Implements the plans after getting approval from the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government.

c. Makes, implements administrative rules for Hangzhou Economic and Technological Development Area.

d. Responsible for land planning, requisition and distribution. Responsible for land property sales and transfer. Grants State-owned Land Use Certificate and administrates land affairs and cadastral surveys.

e. Implements development plans for Hangzhou Economic and Technological Development Area based on the city’s general development. Examines, approves and supervises construction projects as planned. Grants Opinion Book on Construction Project Locations, Construction Site Plan Permit, and Construction Project Plan Permit.

f. Responsible for managing construction projects at Hangzhou Economic and Technological Development Area (exports manufacturing area). Grants Construction Project Permit.

g. Responsible for environmental protection and supervision at Hangzhou Economic and Technological Development Area (exports manufacturing area). Devises and submits environmental protection plans. Examines and approves environmental impact assessment and environmental protection facility projects. Grants Environmental Protection Construction Permit, Environmental Protection Facility Acceptance Certificate, and Pollutant Discharge Permit.

h. Responsible for managing real estate development, house property rights, registration, property transactions and services at Hangzhou Economic and Technological Development Area (exports manufacturing area). Grants house ownership certificates and Commercial Residential Building Pre-sale Permit.

i. Responsible for planning, building infrastructures, public facilities at Hangzhou Economic and Technological Development Area (exports manufacturing area).

j. Responsible for managing budgets, final accounts, state-owned assets, supervising financial accounting and assisting in taxation.

k. Entitled to self-governed imports and exports via foreign economic cooperation and foreign trade. Manages imports and exports, foreign economic and technology cooperation at Hangzhou Economic and Technological Development Area (exports manufacturing area). Responsible for deal with foreign affairs. Reviewing, submitting applications to travel abroad and visit the Hangzhou Economic and Technological Development Area (exports manufacturing area).

l. Responsible for introducing investment projects. Approving or submitting applications to introduce investment projects to Hangzhou Economic and Technological Development Area (exports manufacturing area). Grants permits to foreign investors. Responsible for managing trade and approving imports and exports of goods.

m. Responsible for statistics, commodity pricing, auditing, human resources, labor, social security, and urban management.

n. Manages public affairs including culture, education, science, technology, health, family planning, civil affairs and sports.

o. Coordinates, supervises work of the branches and representative offices of government units at Hangzhou Economic and Technological Development Area (exports manufacturing area).

p. Fulfills other responsibilities delegated by the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government.

2. The Work Committee of the CPC Hangzhou Economic and Technological Development Area Committee and the Administration Commission of Hangzhou Economic and Technological Development Area have the following responsibilities at Xiasha area:

a. Implements major decisions and work deployments of the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government. Fulfills the Party leadership and supervision in the area on behalf of the CPC Hangzhou Municipal Committee.

b. Makes comprehensive, economic, and social development plans for Xiasha based on the city’s national economic and social development plans, and comprehensive plans. Implements such plans after getting approval.

c. Responsible for managing Xiasha’s agriculture, industry, commerce, trade, organization, human resources, labor, social security, public security, judicial administration, civil affairs, culture, education, science, technology, health, family planning, and sports.

d. Responsible for land planning, requisition, distribution and transfer of land use right.

e. Responsible for planning, construction management, real estate management, environmental protection, and cultural relics protection.

f. Plans, builds and manages infrastructures and public facilities.

g. Plans, approves start of new businesses and investment projects.

h. Organizes development of civil affairs, culture, education, science, technology, health, family planning and sports, and building of farmland and water conservation facilities.

i. Managing finance, state-owned assets, auditing, commodity pricing and statistics.

j. Other responsibilities delegated by the CPC Hangzhou Municipal Committee and Hangzhou Municipal Government.
