Hangzhou Qiantang River Economic Development Zone Administration Commission is the representative office of Hangzhou Municipal Government. Leads, plans and manages the zone as delegated. 1. Makes general plans and economic development plans for the zone, and implements such plans after getting approval. 2. Devises administrative rules for the zone, and implements such rules after getting approval. 3. Responsible for land planning, requisition, development, management and transfer of land use rights. 4. Responsible for the zone’s planning, construction management, real property management and environmental and cultural relics protection. 5. Responsible for finance, taxation, fixed assets, auditing, commodity pricing, statistics, human resources, labor, and social security. 6. Reviews, approves investment projects. 7. Manages imports & exports, foreign economic & technological cooperations, and other foreign economic activities. 8. Tackles the zone’s foreign affairs. 9. Plans the use of, manages infrastructures and public facilities of the zone. 10. Ensures the self-operation of enterprises in the zone by law. 11. Coordinates, supervises work of government unit branches and representative offices. 12. Other responsibilities delegated by Hangzhou Municipal Government. |
