Hangzhou Disabled Persons’ Federatio

Hangzhou Disabled Persons’ Federation is the organization representing the city’s  disabled persons and a public service unit in charge of disabled persons’ affairs. Takes instructions from relevant units of the municipal government, and has connections with    district- and county-level (county-level city) disabled persons’ federations.

1. Implements guidelines, policies of the CPC and the nation related to disabled persons. Works with relevant units to draft local regulations regarding public services for disabled persons. Assists the government in researching, making the city’s plans for public services for disabled persons. Listens to voices of disabled persons, reflects  their needs, upholds their rights and serve the disabled persons.

2. Works on rehabilitation, education, employment, training, culture, sports, supplies, welfare, disability prevention and accessible facilities for disabled persons. Creates favourable environment and conditions to help disabled persons participate in social activities equally. 

3. Unites, educates disabled persons to abide by laws and carry out obligations. Encourages optimistic spirit and contributions to socialist construction with self-esteem, self-confidence, self-improvement and self-reliance. 

4. Improves connection between the government, society and disabled persons. Promotes social understanding, respect, care and help for disabled persons. 

5. Takes on routine work of the Disabled Persons’ Work Coordinating Committee and Disabled Persons’ Welfare Foundation of Hangzhou Municipal Government. 

6. Instructs on, manages disabled persons’ social groups. 

7. Conducts international exchange and cooperation for disabled persons’ causes. 

8. Instructs on work of work of disabled persons’ federations of districts and counties (county-level cities) under the city’s administration.

9. Takes on other tasks delegated by the CPC Hangzhou Committee, the municipal government and Zhejiang Provincial Disabled Personas’ Federation.
