1. Makes development schemes and plans related to he administrative region’s meteorological affairs, and responsible for implementation of such schemes and plans. Instructs, supervises an manages meteorology-related activities. 

2. Responsible for managing the administrative region’s meteorological monitoring network. Protects meteorological observation environment by law. Manages not-for-profit weather forecast, severe weather warnings, agricultural weather forecast, urban environment weather forecast, and fire risk grade forecast. Promptly proposes preventive and protective measures against meteorological disasters. Assesses major meteorological disasters. Provides consultations for governments to decide on preventive and protective measures against meteorological disasters.

3. Makes weather modification plans, and manages, instructs on, and organizes such work. Organizes, manages work related to lightening protection. 

4. Responsible for advising governments on use, protection of climate resources, and promoting application of climate resources. Organizes feasibility study on development and user of climate resources.

5. Organizes publicity and education about meteorology laws and regulations. Responsible for supervising implementation of meteorology laws and regulations. Punishing violations of “Meteorology Law of the People's Republic of China” by law, and handles related administrative reconsideration and administrative litigations.

6. Leads, manages the administrative region’s planned financial affairs, human resources, technology research, training, and business building. Works with local government units to implement dual-management. Works with local Party committees and governments on cultural and ideological progress of local meteorological departments.

7. Takes on other tasks delegated by Zhejiang Meteorology Bureau and Hangzhou Municipal Government.
