Hangzhou Housing Provident Fund Management Center, a deputy-bureau-level institution directly affiliated to the Municipal Government, exercises unified management and accounting for the city's housing provident fund. 

1. Implements guidelines, policies, laws and rules of the nation, the province and the city about housing provident fund management. Drafts regional regulations and rules about housing provident fund management. Enforces such regulations and rules after getting approval. Ensures the implementation of such policies and decisions. 

2. Manages the city’s housing provident funds. Supervises, inspects implementation of such regulations and rules. Tackles illegalities of various types. 

3. Devises plans for collection, use, investment and allocation of housing provident funds. Implements such plans after getting approval. 

4. Records savings, withdrawal and use of housing provident funds. Responsible for reviewing withdrawal and use of housing provident funds.

5. Supervises, inspects savings and use of housing provident funds. Responsible for accounting, statistics for the city’s housing provident funds. Devises, discloses annual housing provident fund reports.

6. Responsible for maintaining, increasing value of housing provident funds. Issues mortgage loans based on housing provident funds. Forms credit system for individual housing loans. 

7. Records one-off housing allowances for the city’s workers, savings, withdrawal and use of housing provident fund subsidies. Responsible for reviewing withdrawal, use of one-off housing allowances and housing provident fund subsidies.

8. Leads, manages its branches. Responsible for supervising, instructing on work of its branches.

9. Achieves other tasks delegated by the municipal government and the municipal housing provident fund administration committee.
