V) Strengthening the Vitality of Reform and Innovation

Innovative city construction has been carried out vigorously. To intensify innovation-driven development, 30 policies concerning technological innovation have been introduced. The R&D investment of the whole society accounts for 2.88% of GDP and the rate of output value of new products in industrial enterprises above the designated size reaches 24.6%, which hits all-time highs. The sales value of high-tech industry accounts for 27.2% that of industries. Hanghzou has successfully established independent innovation demonstration zones at the municipal level, national demonstration cities for the combination of science and technology and finance, national demonstration bases for the combination of culture and science and technology and the national demonstration cities of intellectual property rights. 51 municipal key scientific and technological innovation projects have been implemented, with a focus on ten major technological projects. Technological innovation system has been established, cooperative innovation has been vigorously promoted, full support has been given to the development of scientific research institutes in Hangzhou, and technological innovation service institutions have been established, such as Cultural Design and Manufacture Cooperative Innovation Center, 2011 Hangzhou Normal University Cooperative Innovation Center, Hangzhou IOT (the Internet of Things) Intelligence Technology Center of Hong Kong University of Science and Technology, Innovative Technology Research Institute of Zhejiang University, and Zhejiang Research Institute of Hong Kong University. 189 hi-tech enterprises have been newly accredited with national key support, and 49 hi-tech enterprise R&D centers as municipal R&D centers. The newly added incubators of the whole city have covered 200 thousand square meters, and the incubators of the national hi-tech enterprises have added up to 15. The grant of inventions and patents ranks the second in sub-provincial cities. Hangzhou has also held competitions such as DEMOCHINA 2012 Final Competition and the mayor cup industrial design competition, Creative Hangzhou. The establishment of the municipal Knowledge Market has proceeded smoothly. 
Talent team has continuously been optimized. 91 projects have been signed on 2012 Zhejiang Hangzhou International Talents Exchanges and Cooperation Conference, with a total amount of 2.313 billion yuan. “115” Project has been carried forward, 210 talents attraction projects have been implemented, and 318 foreign experts have been attracted and introduced to Hangzhou. 22 and 91 experts have been newly selected in the national and the provincial One Thousand Talent-Introducing Program, respectively. 47 talents and 5 entrepreneurship and innovation teams have been appraised and selected in the municipal “521” Talent Introducing Project, respectively. The number of the new academician workstations comes to 15, the number of academicians introduced to Hangzhou adds up to 65, and the number of newly recruited Qianjiang distinguished experts reaches 41. 15 municipal technique master studios have been identified.
Reform in key areas has made steady progress. Hangzhou has started the construction of the provincial experimental areas of rural comprehensive reform. Xiaoshan has carried out a pilot reform in the rural collective property right system, Fuyang has advanced a pilot reform in household registration system, Fuyang, Lin’an and Jiande have smoothly carried forward the comprehensive reform in their public hospitals at the county level, and the service of making appointments for diagnosis and treatment in communities has been fully promoted in the main urban areas. Policies have been launched, such as “16 Policies for Private Enterprises” and a series of policies supporting Zhejiang businessmen starting business and having innovation. “Financial Supermarket” has established cooperation with 39 banks and there are 118 allied and cooperative enterprises with the municipal credit guarantee. There are 11 newly added small-sum loan companies and 2 village or town banks. The land circulation areas have newly increased by 56 thousand mu (1 mu=0.0667 hectares). Power of strong towns has continued to expand and the administrative approval authority has been further decentralized to central towns.
