1. Implementing guiding principles about education of the CPC and the nation. Implementing education-related laws, regulations and policies of the nation, the province and the city. Researching, making education sector development plans. Researching major issues arising from education sector reform and development. Drafting regional education regulations, rules as delegated. Implementing the regulations, rules after getting approval. Making, implementing education-related to regulatory documents.  

2. Instructing, managing education, teaching reforms, scientific research and modern education technology work of schools of all levels and kinds. Planning education informatization building for schools (institutions) directly affiliated to the bureau. Responsible for statistics, analysis and issuance of basic education information. 

3. Planning Party building for the city’s education system. Responsible for leader team building, Party building for schools (institutions) directly affiliated to the bureau. Responsible for Party building for private schools with Party committees under management of the Education Work Committee of the CPC Hangzhou Municipal Committee. Instructing on Party building work of higher education institutions under the city, education systems of districts, counties (county-level cities), and relevant social organizations. Working with the Organization Department of the CPC Hangzhou Municipal Committee to build leader teams and cadre teams for higher education institutions under the city. 

4. Planning, managing the city’s basic education, vocational education, higher education, further education, special education work. Planning setup of majors for the city’s secondary vocational schools (not including technician schools, the same below). Coordinating, instructing on management of private schools. Instructing on school district adjustment of middle schools, primary schools, kindergartens and other education institutions. 

5. Instructing, coordinating, supervising governments of all levels, government units on education-relayed work. Supervising, assessing the work. 

6. Planning, instructing on ideological, publicity work of the city’s education system. Instructing on the city’s schools on ideological, political, ethical, physical, health, art and defence education work. 

7. Planning, managing academic qualification education, enrolment and examinations. Reforming enrolment system and methods. Participating in making of enrolment plans for higher education institutions under the city. Working with relevant units to make  and implement enrolment plans for high schools in Shangcheng, Xiacheng, Jianggan, Gongshu, Xihu, Binjiang District, Hangzhou Economic Development Zone, Hangzhou West Lake Scenic Area, and Greater Qiantang River East Industrial Zone. 

8. Planning, instructing, managing work about teachers. Organizing, implementing teacher qualification system. Instructing on training for teachers of all levels, and all kinds. Assessing titles for professional technical personnels. Making faculties regulations. Planning, instructing on talent team building in education system. 

9. Working with relevant units to draft policies related to fundraising, fund allocation and education infrastructure. Working with relevant units to manage charges in middle schools, primary schools and kindergartens. Monitoring education-related fundraising, money use. Supervising, managing assets of schools and institutions under the city. Instructing on construction of  middle schools, primary schools and kindergartens, and renovations of school buildings. 

10. Instructing, coordinating international education exchange, exchange with Hong Kong, Macau and Taiwan. Organizing activities to promote Chinese language. Managing international education exchange, Hong Kong, Macau and Taiwan exchange with schools under the city.

11. Managing language work. Instructing, coordinating, supervising application of language. Instructing on promotion of Mandarin, and standardizing training, testing for Chinese characters. 

12. Instructing, coordinating campus safety, stability to protect legal rights and interests of the underaged. Organizing activities to care for the younger. 

13. Instructing relevant social groups on their work. Instructing on work related to  scholarships, allowances, work-study programs, and school logistics and services. 

14. Completing other tasks delegated by Hangzhou Municipal Government.
