1.Implementing national, provincial guidelines, policies, laws and regulators about ethnic and religious affairs. Drafting and implementing local regulations, rules about administration of ethnic and religious affairs as delegated. Organizing surveys and proposing policies about ethnic and religious affairs. Inspecting implementation of such rules and regulations. Organizing training, education regarding ethnic and religious affairs. 

2.Instructing, supervising implementation of rules, regulations and laws about regional ethnic autonomy. Supervising the implementation of policies favouring ethnic groups. Coordinating, tackling major issues regarding ethnic relations to maintain social stability. 

3.Working with organization departments to train, educate and use cadres from ethnic communities. Responsible for training personnel in public institutions in charge of ethnic and religious affairs. 

4.Drafting plans to develop public services related to ethnic groups. Inspecting, supervising implementation of the plans. Drafting economic, social development plans for ethnic group areas. Establishing and improving assessment, monitoring system for public services related to ethnic groups. Improving the informatization-based administration and service system. 

5.Working with relevant departments to push ahead pair-up with underdeveloped regions and ethnic regions on poverty relief. Pushing ahead technology development and economic pair-up in ethnic areas. Researching public services related to ethic groups and ethnic cultures. 

6.Implementing administration of religious affairs by law. Protecting religious freedom of citizens and normal religions activities. Upholding legal religious interests, and harmonious religious relationship. Coordinating related obligations regarding ethnic and religious affairs.

7.Pushing ahead self-education about patriotism, socialism, national reunification and ethnic unity. Consolidating and developing patriotic united front with religious circle. 

8.Instructing religious groups to hold activities by law. Supporting improvement of religious groups. Helping religious groups in training and educating clergy. Instructing religious groups to better religious colleges. Tackling issues raised by religious groups. 

9.Instructing district and county/county-level city governments to deal with emergencies and issues that undermine social stability. Instructing religious institutions to tackle major religious events. Preventing illegal activities in the name of religions. Defending against foreign infiltration through religions. 

10.Organizing, coordinating external ethnic, religious exchanges. Participating in external publicity of ethnic, religious work. Dealing with religious affairs from diplomatic perspective. Helping religious community in holding friendship activities with foreign countries, and Hong Kong, Macau and Taiwan.  

11.Administrating affairs related to foreign religions, new religions excepting the five major religions. Researching and proposing on policy making. 

12.Completing other tasks delegated by the municipal government.
