2. Managing the city's 110 police call system. Answering police calls, calls from people need help and calls about people supervising police work. Launching unified command amid public security incidents and emergencies.

3. Understanding conditions that affect stability, undermine domestic safety and social security. Analyzing situations and bringing forward countermeasures. 

4. Investigating criminal, economic cases. Coordinating investigation of major cases that span districts, counties. 

5. Instructing, supervising public security units’ tackling behaviours harming social safety. Managing residential registrations, resident ID, guns & ammunitions and special industries. Handling major, significant social security incidents and emergencies. Managing rallies, demonstrations and protests. 

6. Managing, instructing work related Chinese nationals entering and exiting China,  and residence, traveling of foreigners in China.

9. Managing, instructing, supervising work of public security units on road traffic safety and traffic order. Managing motor vehicles and drivers. Handling traffic accidents. Instructing on handling of major, significant traffic accidents. 

10. Guiding public security units on safeguarding government offices, social groups, social institutions, and important projects. Managing organizations maintaining public security. 

11. Organizing, instructing, supervising work to protect safety of computer information systems and internet. 

12. Instructing, supervising implementation of penalties. Managing detention houses, custody houses, rehabilitations for forced quarantined drug addicts, education houses for personnels involved in prostitution, and mental hospitals. Managing other municipal-level houses of monitoring. 

13. Planning, instructing the city’s pubic security and legal system. Instructing, supervising law enforcement of pubic security institutions. Reviewing processes of re-education through labor. 

14. Organizing, coordinating, instructing work related to ban drugs and combating drug trafficking. 

15. Making, organizing implementation of public security-related technology and informatization plans. Managing protection of public security-related technologies. 

16. Responsible for budgets and supplies of equipment, comforters, clothing for public security institutions. 

17. Leading, commanding public security tasks of the city’s armed forces. 

18. Organizing, instructing on the building of public security teams, managing leaders of district-, county-level public security institutions, and training police officers.
