Main Responsibilities:            

The bureau is charge of planning, managing, protecting and rationally using the city’s natural resources including land and minerals. 

1. Protecting and rationally using the city’s natural resources including land and minerals. Implementing national and provincial development strategies and plans about land and resources. Compiling the city’s development strategies and plans about land and resources. Organizing economic situation analysis regarding land and resources. Researching, proposing policies to balance supply and demand of land and resources. Reviewing the general planning for the city. Researching policies about operation of macro economy, balanced regional development, and urban and rural development planning. Drafting policies to adjust and regulate land and resources.  

2. Regulating land and resources administrative order. Implementing laws, regulations, rules and policies of the nation, the province and the city regarding land and resources administration. Drafting, implementing regional regulations and rules to protect natural resources including land and minerals, and geological environment. Devising  and implementing policies, technology standards, procedures, regulations and methods regarding protection, administration and rational use of natural resources including land and minerals, and administration of geological environment. Instructing administrative work regarding land and resources, and enforcing relevant laws. 

3. Responsible for optimized appropriation of land and resources. Devising general, annual, and special plans for use of land, land reclamation. Instructing, reviewing the general land planning by units under the bureau’s administration. Compiling, implementing the city’s general mineral resource development plans, geological environment protection plans, and special plans. Instructing, reviewing mineral resource development plans of districts and counties/country-level cities, and special geological environment protection plans. Supervising, inspecting implementation of land and resource development plans. 

4. Regulating ownership administration of land and resources. Protecting by law the legitimate interest of owners and users of resources including land and resources. Inspecting, handling major ownership disputes. Devising methods for cadastral administration. Organizing cadastral investigation, land resource investigation, land statistics, and dynamic surveillance. Responsible for land ownership certification, land grading, land registration, and land ownership certificate issuance. Responsible for application, sharing, and management of land registration information. Providing information inquiry service to the society. 

5. Responsible for arable farmland protection and to ensure that farmland area do not decrease. Drafting farmland protection policies, implementing protection of farmland, and supervising the compensational land reclamation for occupying farmland. Instructing, supervising the work of used land development, land consolidation, land reclamation and farmland development. Implementing land purpose regulation, agricultural land used for other purposes, and land acquisition and expropriation. Reviewing, approving construction projects delegated by the State Council, the provincial and municipal government. 

6. Responsible for economical, intensive use of land resources. Devising policies and measures for economical, intensive use of land resources and development of circular economy. Managing, supervising land supply for construction purposes, government land reserve, land development, and economical, intensive use of land resources. Implementing list of land supply ban and restriction, and list of land appropriation. Drafting administrative methods for nation’s granting land use right to businesses, land use right rental, nation’s capital investment in businesses by offering land use right, and land use right transfer. Working with agricultural units to supervise, manage land use right transfer of collectively owned land for construction purposes. Managing, handling state-owned land assets of reorganized enterprises. 

7.Responsible for regulating orders of land and resource market. Monitoring the city’s land market and use of construction land. Formulating bylaws on benchmark land prices, marked land prices and other land prices to be disclosed by government, and enhancing land price supervision. Improving regulation, supervision of mining rights. Devising operation rules and management methods for land market and mining right market. Supervising mining right holders and mining activities. Coordinating bids, auction and sale of state-owned land use right. Regulating, supervising social agencies engaged in land and resources. Combating illegal actions. 

8. Exploring, developing and managing the city's mineral resources. Reviewing, registering and certificating mining rights. Devising, implementing mining right plans. Supervising, managing environment protection of mines. Managing mines of important value to national economy. Controlling production volume for special mines calling for protective excavation or having reserve advantages. Reviewing ore dressing licenses, and supervising independent ore dressing activities. 

9. Responsible for geological survey and mineral reserve management. Responsible for administration of geological exploration. Reviewing geological survey and mineral resource exploration. Managing municipal-level geological exploration projects. Implementing geological exploration. Implementing dynamic surveillance on mineral resource reserve. 

10. Protecting the city’s geological environment. Protecting geological environment at mines. Supervising protection of geological environment resources including fossils, geoheritage, and mining heritage. Administering and reviewing hydrogeological, engineering geological, and environment geological exploration. Monitoring, supervising, and preventing overuse, contamination of underground water. Conducting urban geology, agricultural geology and tourism geology exploration and reviewing related work. 

11. Responsible for the city's geological disaster prevention and governance. Organizing, coordinating, instructing, and supervising implementation of geological disaster prevention work. Drafting plans on geological disaster prevention and relief, and emergency plans on major geological disasters. Instructing on geological disaster relief. Supervising the geological hazards assessment.

12. Responsible for land expropriation, collecting non-tax revenues, regulating and supervising use of funds. Collecting, managing land and mineral resources by law. Working with relevant units to devise proceeds allocation system. Working with relevant units to  instruct, supervise the collection and use of funds related to land and minerals. Participating in management of resource-related assets including land and minerals. Managing, supervising related funds and assets. 

13. Pushing ahead work related to land and resources, and foreign exchange and cooperation. Implementing policies regarding the nation’s cooperative geological survey and mineral exploration. Helping the city’s enterprises conduct mineral resource survey and development abroad. Pushing ahead digitalization of land and resources, and providing public services related to such information. Devising, implementing plans to develop land and resource technologies and talent cultivation. 

14. Completing other tasks delegated by the municipal government.
