Main Responsibilities:            

Hangzhou Municipal Human Resources and Social Security Bureau is the municipal government unit that manage the city’s human resources and social security work. 

1.Implementing guidelines, policies, laws, rules, and regulations the Party, the nation,  and the province about human resources and social security. Drafting regional regulations, rules about human resources and social security. Devising related policies and methods for implementation and supervision. 

2. Making plans to push ahead human resources and social security affairs. Drafting plans to reform personnel system in government units, public institutions, and labor and social security system. Compiling plans of staffing for government units, public institutions, and supervising the implementation. Doing statistics related to human resources and social security affairs. 

3. Managing talent cultivation work. Working with relevant units to draft and implement talent development strategies, plans and comprehensive policies. Instructing and coordinating the city’s talent selection, cultivation, and project introduction work. Researching, making labor market development plans, and human resource flow policies. Forming unified, regulated human resource market. Facilitating human resource flow and effective appropriation. 

4. Facilitating employment and development of start-ups. Drafting plans, policies for urban and rural employment development. Improving public employment service system and aid system. Coordinating, pushing ahead employment related to domestic service. Reviewing work permit for foreigners, and people from Taiwan, Hong Kong and Macau in Hangzhou. Drafting policies for employment of college graduates and supporting startups owned by college students. Mentoring college graduates on starting businesses. Pushing ahead training for college graduates on starting businesses. Forming mechanisms to improve employment, warn unemployment and analyze supervision results, and keeping employment market stable. Improving certification system for vocational skills. Forming vocational skill training system for urban and rural labours. 

Planning urban and rural social security system. Drafting urban and rural social insurance and supplementary insurance policies and standards. Improving allocation of social security funds. Drafting policies for transferring social security funds. Working with relevant units to draft appropriation methods for social insurance funds, and devise supervision methods to manage supplementary insurance funds. Compiling drafts for budgets and final accounts to spend social security funds. Monitoring, analyzing metrics of social insurance funds, and making forecasts, warnings and providing countermeasures. Managing social insurance agencies under the bureau and building social insurance service system. Reviewing and documenting supplementary insurance policies. Responsible for socialized management of retirees from the city’s enterprises.  

6.Working with relevant units to draft salary allocation policies for workers of government units, public institutions and enterprises. Devising mechanisms for normal salary raise and payment security. Drafting welfare, retirement policies for workers of government units, public institutions, and enterprises. Making policies to manage salary payment for workers of the city’s public institutions. Managing, reviewing workers and workers’ salaries of government units and public institutions. Responsible for macro control of salaries of enterprises. 

7. Responsible for comprehensive management of civil servants. Improving public servant system. Drafting policies for personnel transfer and staffing of special personnels.  Drafting honouring system and government rewarding system. Working with relevant units to train civil servants. Working with relevant units to review performance of civil servants. Managing Hangzhou Academy of Governance as delegated by the municipal government.  Going through procedures of appointing and dismissing personnels. 

8. Working with relevant units to instruct public institution reform and personal system reform. Drafting policies to manage workers of public institutions and government units. Managing hiring, performance review, training, rewarding, punishment of public institution workers. 

9. Managing the city’s professional technology workers. Researching, making plans and policies to build technology worker teams. Drafting policies to manage professional technology workers and further education. Leading to deepen professional title reform. Implementing professional technology vocational qualification system. Reviewing qualifications and organizing qualification exams for professional technology workers. Managing work of postdoctoral scholars and students that have returned from studying abroad. Drafting cultivation and incentive policies for highly skilled personnels. 

10. Responsible for introducing foreign brains. Drafting policies to introduce foreign brains. Managing experts from foreign countries, Hong Kong, Macau and Taiwan. Managing training for personnels going abroad. Promoting foreign brain exchange and cooperation. 

11. Working with relevant units to draft, implement policies and plans to hire veteran cadres. Training veteran cadres prior to taking job positions. Drafting policies to relieve some veteran cadres from economic difficulties and maintain stability. Managing and serving veteran cadres that find their own jobs. 

12. Forming harmonic and stable labor relations. Devising labor, personnel dispute mediation and arbitration system, and making policies regarding labor relations. Improving coordination mechanism regarding labor relations. Making policies to ban illegal employment of child labours. Making special labor protection policies for women  workers and workers at the age of 16-18. Devising and improving working hour system and holiday system. Implementing labor inspection, helping labours protect their interest, and handling cases that harm labour interest. 

13. Completing other tasks delegated by the municipal government.
