Main Responsibilities:            

Hangzhou Municipal Planning Bureau (Hangzhou Municipal Bureau of Surveying, Mapping and Geoinformation) is the municipal government unit in charge of the city’s urban and rural planning, surveying, mapping, and geoinformation affairs. 

1. Implementing laws, regulations, rules and policies issued by the nation, the province and the city regarding urban and rural planning, surveying, mapping, and geoinformation. Drafting, implementing regional regulations, rules, policies, and technology standards and specifications regarding urban and rural planning, surveying, mapping, and geoinformation. Supervising and inspecting the implementation. 

2. Conducting strategic research on urban development. Devising, revising general urban plans, near-future construction plans, controlled detail plans, and construction detail plans for important land lots. Responsible for reviewing and approval such plans. Working with relevant units to devise various special plans. Devising the city’s national economy and social development plans, and general land use plans. Assessing the implementation of general urban plans, and adjusting controlled detail plans. 

3. Compiling plans to protect famous historical and cultural cities, towns, and villages. Devising plans to protect famous historical and cultural streets, areas, and architecture. Reviewing implementation plans for historical streets and areas. Working with real estate and culture heritage units to compile lists of historical and cultural streets, areas, and architecture. Supervising, inspecting implementation of such plans. 

4. Devising plans for urban designs, public arts, and urban views. Planning, reviewing outdoor advertisements. Participating in planning for the West Lake Scenic Area, controlled detail plans. Planning, managing construction projects in the scenic area. 

5. Devising annual land use plans. Compiling plans, conditions for state-owned land use rights. Doing research to select construction sites. Approving site selection and land use for construction projects.

6. Reviewing engineering design plans for urban construction projects. Issuing certificates for plans of construction projects. Working with construction administrations to engineering design plans of inspect major construction projects.

7. Responsible for managing construction projects after approval, and verifying them after completion. Producing verification letters for construction project plans. 

8. Responsible for instructing, supervising urban and rural planning management for counties and city-level counties. Inspecting village planning in areas administered by the city. Issuing village construction certificates. 

9. Compiling, implementing basic urban and rural surveying, mapping and geoinformation planning, and making annual plans. Building, managing basic geographical information system. Surveying underground pipelines. Coordinating, supervising and managing acquisition, development, and application activities of basic geographical information. Responsible for management of surveying, mapping and geoinformation materials. 

10. Managing urban and rural planning, surveying, mapping, and geoinformation industries. Responsible for administration of the city’s exams and qualification system  for certified planners. Supervising, managing the city’s surveying, mapping, and map markets. 

11. Completing other tasks delegated by the municipal government.
