| Main Responsibilities：
| 1. Implementing laws, regulations, rules, guidelines and policies of the nation, the province and the city about construction and development affairs. Researching, making guidelines, policies and development strategies about urban and rural construction. Drafting, supervising implementation of regional regulations, policies, technical criteria and standards. 2. Devising mid-to-long-term urban-rural development plans and major infrastructure construction plans. Compiling general urban plans, general land use plans, and general underground pipeline plans. Inspecting important detailed plans and special plans. Drafting, supervising implementation of urban road construction plans, urban underground construction plans, low-income housing construction plans, residential facility construction plans, and building energy conservation plans. 3. Inspecting, approving estimates on investments for urban construction projects. Inspecting final accounts of urban construction projects. Working with financial units to manage urban construction funds. 4. Managing construction survey and designs, and regulating the markets. Inspecting, approving preliminary design papers for construction of infrastructure including buildings, urban roads, urban river environments, and underground pipelines in Shangcheng, Xiacheng, Jianggan, Gongshu, Xihu and Binjiang districts (not including non-public projects co-funded by local financial units). Working with relevant administrative regulators to inspect design plans for major urban construction projects. Inspecting, approving anti-seismic designs and protective measures for urban constructions of all kinds. 5. Administering construction of low income housing. Working with government units in charge of development and reform, planning, land and resources, and housing administration to make annual plans for low income housing construction based on demands. Supervising real estate development. Working with government units in charge of planning, land and resources, and housing administration to manage transfer of real estate projects. Administering qualifications of real estate developers. Pushing ahead construction of residential housing, and residential housing industrialization. Instructing, pushing ahead rural housing renovation and construction, including the renovation for dilapidated houses in rural areas. 6. Responsible for construction industry administration and market supervision. Devising standards, quotas for construction sector, and instructing, managing construction project costs, quotas. Administering qualifications of the city’s construction enterprises, gardening companies, and agencies, professionals engaged in project inspection, cost consultation and bidding businesses. Managing construction project bidding, survey, design, and construction agency bidding. Instructing, organizing construction sector to expand domestic and foreign markets. Developing foreign economic, technological exchange, project contracting, and labor cooperation. 7. Supervising construction projects, engineering quality, and safety. Administering infrastructure projects such as roads, river courses, sewage, and bridging construction. Investigating construction project quality, safety accidents. Approving completion of houses, municipal infrastructure, and subway. 8. Constructing, administering the city’s underground pipelines. Planning construction, administration of the city’s underground water supply, sewage, fuel gas, heating, power, communication, cable TV pipelines and pipelines for other purposes. Constructing, maintaining, updating, administering information system for underground pipeline construction. 9. Pushing ahead technological progress in urban-rural construction. Supervising, administering green construction and energy conservation in construction projects. Drafting building energy conservation standards and technological regulations, and supervising the implementations. 10. Planning urban-rural construction administration. Coordinating renovation of urban villages. Instructing on village development, infrastructure administration. Protecting, planning, administering construction of scenic areas, and well-known historical and cultural towns. 11. Completing other tasks delegated by the municipal government. |
