Main Responsibilities:            1. Implementing laws, regulations, guidelines, and policies regarding forestry and water conservancy. Devising, implementing systems to build and manage water conservancy projects. Drafting, implementing local regulations and rules about forestry, water conservancy administration, and supervising and inspecting such implementation. 

2. Organizing, coordinating, instructing, and supervising work related to planting trees, greening the land, and forest conservancy. Instructing on maintenance, management of forestation for philanthropic and commercial purposes. Making instructive plans for the city’s greening and tree planting work. Instructing on, supervising cultivation and administration of forestry production. Instructing on the building, management of tree farms (nursery of young plants), forest parks, and forestry work stations. Organizing, instructing on management of tree seeds and seedlings. Tackling climate changes from the forestry perspective. 

3. Responsible for inspecting forest resource protection and development. Organizing, instructing on management of forest resources. Surveying, dynamically monitoring, and doing statistics about forest resources. Supervising, inspecting licensed logging, transportation of trees and bamboos. Organizing, instructing on management of woodland and forest ownership. Organizing forest ownership registration, certificate issuance. Implementing preliminary review on woodland reclamation, occupation. Organizing, instructing on protection, rational use, rescue, breeding, habitat recovery and expansion, and epidemic monitoring for terrestrial wild animals, wild plants, and precious wild trees. Surprising, administering hunt, taming, breeding of terrestrial wild animals, and collecting, cultivating, and use of wild plants, precious trees. Organizing, coordinating, instructing on, and supervising the city’s wetland protection work. Instructing on building, management of natural reserves for forests, wetlands, and wild animals. Supervising, managing protection of forest, plant species. Protecting biological diversity and implementing the International Covenant.  

5. Instructing on the city’s forest public security work. Instructing on, supervising public security work teams. Instructing on, supervising security management work such as forest fire prevention and firefighting. Instructing on, coordinating, supervising the city’s forest pest prevention and control, forest plant epidemic inspection, and prevention of invading forest species.  

6. Pushing ahead forestry reform, and defending legal interest of farmers operating forestry businesses. Drafting, implementing major forestry reform plans regarding collective forest ownership system and state-owned forest farms. Drafting policies for forestry development in the city’s rural areas and protecting legal interest of farmers operating forest businesses. Instructing on, supervising forest farm contracting, operation, and ownership transfer. Dealing with forest ownership disputes, and arbitrating forest farm contract disrupts. Organizing, instructing on the city’s forestry development. Drafting mid-to-long term development plans. Instructing on structural adjustment, development of featured forestry bases, leading enterprises, and forest tours. Instructing on the building of forestry associations, and offering assistance to cooperative economic organizations. Instructing on forestry standardization, forestry technology supervision, and forestry product supervision. 

7. Administering water resources. Monitoring the city’s water resources, and organizing surveys and questionaries. Drafting the city’s and cross-regional mid-to-long term water supply and demand plans, water resource allocation plans. Responsible for water resource distribution of important watershed, regions, and major water transfer projects. Organizing, implementing systems of licensed water-taking (except  license for getting underground water by the municipal city management administration), and compensating use of water resource. Proving points about water resource and flood prevention in general plans of national economy development, and relevant special plans and plans for major construction projects. . Instructing on water supply for water conservancy industry and rural areas. Responsible for irrigation and water saving affairs. Instructing on, promoting water saving ideas in the society. Responsible for water resource protection work. Compiling plans to protect water resources. Supervising, manning water functions areas. Instructing on protection of edible water sources. Instructing on use of underground water, and management and protection of underground water resources. Verifying regional sewage absorbing capacity, advising on putting limit to sewage discharging, and instructing on arranging sewage outlets along rivers. 

8. Responsible for flood prevention, typhoon combating, drought relief, and preventing casualties caused by Qiantang River tides. Organizing, coordinating, supervising, and instructing on the city’s flood prevention, typhoon combating, drought relief work. Compiling contingency plans to prevent floods, combat typhoons and fight drought. Scheduling for flood prevention, typhoon combating, drought relief, and contingency water use of major rivers, lakes, and water-related facilities.  Managing water conservancy-related emergency events. Responsible for routine work of the municipal government’s flood control, typhoon combating, and drought relief headquarters. Responsible for routine work of preventing casualties caused by Qiantang River tides. 

9. Instructing on management, protection of water conservancy projects, waters, and riverbanks/lake levees. Instructing on comprehensive governance and use of rivers, reservoirs, lakes, and river mouths. Instructing on construction, maintenance, and management of the city’s water conservancy projects. Responsible for river course management. Approving, supervising implementation of rivers, embankment construction projects (including approval for occupation of waters). Responsible for safety production of water conservancy industry. Organizing, instructing on safety inspection for reservoirs, hydro power station dams, river embankments, and seawalls. Supervising construction of water conservancy projects. Supervising, managing water conservancy market. Responsible for management and protection of shoal resources. Instructing on governance and exploration of shoal resources. Instructing on farming on shoals, and governance and exploration of low hilly red soil regions. 

10. Organizing, instructing on water administration inspection, and water administration law enforcement. Responsible tackling major water-related illegal activities. Supervising, inspecting sand digging in rivers. Coordinating, instructing on tackling of water affair disputes. Responsible for water and soil conservation work. Drafting plans for water and soil conservation, and supervising implementation of the plans. Reviewing water and soil conservation plans for construction projects, and supervising progress of such projects. 

11. Instructing on rural water conservancy work. Organizing, coordinating construction of farmland water conservancy infrastructure. Instructing on edible safety in rural areas, water saving technologies, and construction of irrigation projects. Instructing on building of water conservancy socialized service system. Responsible for water resource exploration, use, and management. Instructing on rural water and power related work. Instructing on hydrology work. Monitoring hydrology and water resources. Building, maintaining hydrology sites. Monitoring water amount, quality of rivers, lakes, reservoirs, and underground water. Publishing hydrology and water resources information, forecast, and bulletin. 

12. Organizing, instructing on technology, education, generalization, and informatization of forestry, water conservancy, and their ecological improvement. Coordinating  international exchange, cooperation for forestry water conservancy units. Organizing, coordinating major technological research projects for forestry and water conservancy sectors. Promoting, applying such technological results. Instructing on building of forestry, water conservancy administration teams. Instructing on, supervising management of forestry, water conservancy funds. Drafting, implementing ecological compensation mechanisms such as those by means of fiscal, finance, pricing, and trade for forestry, water conservancy, and their ecological improvement. Proposing, implementing plans to arrange investments for forestry and water conservancy sectors. 

13. Completing other tasks delegated by the municipal government.
