Main Responsibilities:

1. Implementing laws, regulations, rules, guidelines, and policies about domestic/foreign trade, grains, foreign investments, and international economic cooperation of the nation and the province. Drafting, implementing regional regulations and rules about commerce services, grain sector, and international economic cooperation. 

2. Researching domestic and international economic development trends. Drafting mid-to-long term plans, annual plans for economic opening-up and exploring domestic market. Coordinating the city’s opening-up plans. Drafting development plans for the city’s domestic and foreign trade, and international economic cooperation. Monitoring commerce market. 

3. Making, implementing development plans for commercial service and grain distribution sectors. Managing the city’s commercial service and grain sectors. Instructing on quality management work for commercial service and grain sectors. Instructing on work of commercial service and grain sectors for the city’s districts, counties and county-level cities. Instructing on work of social organizations and agencies in commercial service and grain sectors. 

4. Drafting, implementing mid-to-long-term plans for the e-commerce sector. Instructing on, pushing ahead development and application of the city’s e-commerce sector. Promoting improvement of the city’s distribution system. Pushing ahead structural adjustment of the distribution industry. Pushing ahead development of chain  business operations, franchising operations, logistics delivery, modern convention, and e-commerce sectors. Instructing on development of commercial service and community business sectors. Pushing ahead reform of distribution system, supporting growth of large-scale distribution enterprises, and promoting development of small and medium-sized enterprises. Leading work related to “time-honoured brands.” Supporting growth of “time-honoured brands.” Responsible for drug distribution development plans and policies. Making development plans and policies for food (liquor) distribution, catering services. Responsible for administration of food (liquor) distribution, catering service sectors.

5. Making development plans for the city’s commercial service network, and instructing on expansion of such network. Planning the city’s commodity market system, and supporting commodity market growth. Pushing ahead building of agricultural market system. Organizing, implementing modern agricultural distribution network construction. Leading, coordinating supervision and management work for renewable resource recycling. Compiling, reporting development plans for refined oil warehousing industry and retailing network expansion. Reviewing, reporting plans to build new and expand existing refined oil warehouses (gas stations). Responsible for licensing refined oil retailing and warehousing enterprise operations, and daily supervision and management routines. 

6. Establishing, improving contingency systems for supply of main daily necessities. Working with relevant government units to organize, implement daily necessities market regulation and control. Monitoring, analyzing market operations and commodity supply and demand situations. Surveying, analyzing commodity price information. Implementing forecast, advance warnings and information guidance. Responsible for reserve supply for major commodities including grains, edible oil and “food basket.” Working with relevant government units to manage grain risk fund. Revising, submitting fund projects for small-and-medium-sized enterprises to expand international markets.

7. Drafting policies to regulate market operations and distribution orders. Responsible for comprehensive law enforcement in commerce sectors. Participating in work to combat intellectual property violations and business frauds. Instructing on business credit sales, and improving credit in business sectors. 

8. Implementing grain purchase and sales policies. Instructing on grain purchase and sales work. Organizing, implementing “grow crops based on orders” tasks. Pushing ahead cooperation between grain producers and buyers. Managing qualifications of grain purchasing enterprises. Securing supply of policy-oriented grains including grains for the military and disaster relief purposes. 

Working with relevant government units to advise on city-level grain reserve scale, plans and use of such grains. Implementing the advice after getting approval. Instructing on management of grain reserve and warehousing facilities. Organizing, implementing city-level reserve tasks. Responsible for warehousing security of city-level grain reserve. Supervising, managing food quality safety of purchased and warehoused grains. Managing grain enterprises under the municipal government. 

10. Instructing on, managing the city’s exported/imported goods and processing trade. Responsible for building foreign trade promotion system. Instructing on upgrade of foreign trade. Responsible for research, promotion of new international trade means including e-commerce. Instructing on exports and imports of electromechanical and high-tech products. Pushing ahead forming of the city’s export brand system. Cultivating own-brand exported products. Instructing on, coordinating economic and trade cooperation projects abroad. Pushing ahead construction of various export bases  and foreign trade public service platforms. 

11. Responsible for handling affairs related to anti-dumping, countervailing duties, safeguard measures, and international trade barriers. Forming, improving mechanisms to warn against and cope with foreign trade frictions. Organizing, implementing investigations about imports industry injury and trade remedies. Conducting antitrust investigations on the city’s businesses as delegated. Promoting exports and imports credit insurance. 

12. Instructing on work related to foreign investment. Promoting industrial adjustment and technology upgrading. Pushing ahead progress of major projects. Responsible for foreign investment statistics work. 

13. Responsible for comprehensive coordination, instruction and administration work for the city's national- and provincial-level economic development areas. Revising, applying for the establishment, upgrading, and area optimization/adjustment of national- and provincial-level economic development areas. Instructing on introduction of foreign investments for development areas. Monitoring, analyzing operations of development areas. Reviewing, assessing investment environment. Drafting, implementing development plans and policies. 

14. Supervising and administering investments abroad, foreign project contracting, labor cooperation, and multilateral/bilateral aid. Protecting interest of workers dispatched to work in projects abroad. 

15. Coordinating business related issues with entry/exit inspection and quarantine, customs, banks, insurance companies, state taxation bureaus, and foreign exchange administration. Building general customs clearance system and coordinating trade facilitation.  

16. Completing other tasks delegated by the municipal government.
