Hangzhou Municipal Tourism Commission is the municipal government unit in charge tourism sector. 

1. Implementing laws, regulations, rules, guidelines, and policies  of the nation and the province for tourism sector. Drafting, implementing regional regulations, rules and policies for tourism sector development. 

2. Drafting, implementing development strategies, mid-to-long term plans, and annual plans. Making, implementing plans for tourism professionals. Planing use of various tourism development funds. Introducing social investments and foreign investments for the tourism sector. 

3. Responsible for tourism sector’s comprehensive coordination and promotion work. Monitoring the city's tourism economy operations. Collecting, analyzing tourism market dynamics. Responsible for tourism statistics and information release work. Coordinating, supervising, and managing tourism safety work. Instructing on tourist rescue.

4. Planning, coordinating the city’s tourism development. Coordinating, pushing ahead tourism internationalization work. Pushing ahead development of tourism-related industries. Coordinating integration, optimization and planning for the city’s tourism resources. Responsible for the city’s tourism informatization work. Enhancing the city’s comprehensive tourism service functions. 

5. Responsible for surveying, tapping, and protecting the city's tourism resources. Instructing on development of major tourism areas, destinations, and projects. Providing guidance on traveling on vacations. Instructing on development of vacation travel, red tourism, and rural travel. Instructing on, coordinating integration of potential featured sectors, and conversion into travel products. 

6. Tapping domestic and international travel market. Promoting the city’s image as a tourist city. Coordinating work to present travel activities, festivals, and major conferences and exhibitions. Guiding, promoting development of meeting and incentive travel. Organizing, coordinating large-scale travel travel promotions and exhibitions. Organizing, instructing on development of major travel products. Responsible for international exchange and cooperation of tourism sector. 

7. Responsible for administering the city’s tourism sector. Making, implementing management criteria, rules. Instructing on administration, law enforcement in tourism sector. Instructing on cultural and ideological progress, and public integrity in the tourism sector. 

8. Supervising, managing tourism market order and service quality. Handling tourism-related complaints, and protecting legal interest of consumers and businesses. Regulating business and service activities of tourism companies and their employees. 

9. Instructing on tourism-related education and training work. Responsible for qualification exams and certification work. Working with relevant government units to implementing vocational qualification standards and  vocational qualification levels.

10. Completing other tasks delegated by the municipal government.
