Main Responsibilities:

Obligations of Hangzhou Municipal Statistics Bureau:                

1. Responsible for leading, coordinating the city's statistics work to ensure authenticity, accuracy, and punctuality of statistical data. Implementing laws, regulations and plans of the nation, the province about statistics work. Drafting regional regulations, rules and policies about statistical administration. Supervising, inspecting statistics work of districts, counties and county-level cities. 

2. Forming, improving national economic accounting system and statistical indicator system. Implementing nationwide unified basic statistical report system. Supervising, inspecting national economic accounting work of districts, counties, county-level cities, and government units. Organizing, coordinating the social and economic survey work of districts, counties, county-level cities, and statistics agencies. Approving, filing statistical and survey projects of districts, counties, county-level cities, and government units. Forming, implementing relevant regional statistics, survey, surveillance and assessment systems based on the city's economic and social development needs. Managing the city's statistical reports. Tackling statistical actions that violate laws. 

3. Organizing surveys on major current conditions, capability of the nation and the province.  Organizing, implementing surveys on the city’s conditions and capability. Organizing, implementing statistics monitoring work in grain, energy, and service sectors. Collecting, sorting, and providing basic statistical materials of the city and relevant cities of the nation. Providing statistical analysis, forecast and supervision on progress of national economy, social development, and technology development. Providing statistical information, advice to the CPC Hangzhou Committee, the municipal government, and relevant government units. 

4. Verifying, managing, and publishing basic statistical materials for the city overall. Improving statistical information publishing system. Publishing the city’s national economic and social development conditions on a regular basis. Collecting public opinions about social and economic development. 

5. Building, improving and managing the city's statistical information automation system and statistical database system. Organizing, instructing on, and coordinating the building of statistical information computing network and databases. 

6. Working with the CPC committees of districts, counties and county-level cities to manage heads, deputy heads of the statistical bureaus under district, county and county-level city governments. Organizing, instructing on improvement of statistical infrastructure and statistics working teams. Implementing statistics institution registration system. Building up, managing directory database for the city’s statistical institutions. Working with government units to give professional statistical qualification exams and review professional qualifications. 

7. Organizing, instructing on the city’s scientific research, statistical education, training, and statistical agency development. Conducting scientific exchange and cooperation in statistical sector. 

8. Completing other tasks delegated by the municipal government. 


Obligations of Hangzhou Municipal Bureau of Social and Economic Survey:                

1. Managing the city’s directory database for statistical institutions in detail.

2. Implementing surveys on major current conditions, capability of the nation according to overall deployment.  

3. Agricultural statistical surveys, grain market monitoring, small-sized city and capital town construction statistical monitoring. 

4. Randomly checking small-sized industrial enterprises that are not targets of national surveys for regional statistical needs. Randomly checking small businesses in retail, trade, accommodation and restaurant sectors. Doing enterprise prosperity surveys and non-industrial energy consumption surveys. 

5. Surveying low-income households in rural areas, and other households than survey samples in national surveys. 

6. Surveying the city’s public opinions. 

7. Organizing the city's economic and social surveys, research. Instructing on work of local survey teams.

8. Completing other tasks delegated by the CPC Hangzhou Committee and the municipal government.
