4.Responsible for price balance. Instructing on, coordinating, and supervising price work of the relevant units, and governments of districts and counties. 

5. Based on division of the pricing directory, drafting and adjusting, within its administrative authorization limits, the prices of products of scarcity and monopoly, and the prices of important operation services, public institutions, and services for pubic good. 

6. Proposing, implementing pricing standards for pubic services. Making, implementing plans for projects to price such services. 

7. Responsible for price supervision and inspection work. Supervising, penalizing price-related illegalities. Responding to price-related applications for administrative reconsideration. Organizing price-related law enforcement and checkups. 

8. Supervising, administering pricing activities. Investigating, identifying, and dealing with unjustified activities such as price monopoly and fraud. Instructing on pricing self-discipline of enterprises, public institutions and social organizations. 

9. Responsible for the city’s price-related public service work. Publicizing price-related laws, regulations, guidelines and policies. Disclosing price-related information, improving pricing integrity, dealing with price-related complaints, price-related disputes, resolving price-related conflicts, and upholding price-related legal interest. 

10. Responsible for monitoring market prices and sending warnings. Devising work system for price monitoring and warning. Conducting regular analysis, making judges, and offering solutions and proposals. Making, implementing price-related contingency plans. 

11. Responsible for conducting price and cost surveys, and related monitoring and inspection work. Devising cost survey and inspection work system. Implementing surveys on important agricultural products and inspection on government pricing costs. Based on the need for price regulation and control, surveying and analyzing cost changes of important products and services. 

12. Working with relevant government units to form healthy price adjustment fund system. Collecting, managing and using the adjustment funds. Responsible for price administration of government reserved commodities. 

13. Supervising, managing price authentication agencies. Instructing on their price authentication, identification, and consultation.
