Hangzhou Municipal City Administration  Commission (Hangzhou Municipal Bureau of Law Enforcement) is a unit under Hangzhou Municipal Government in charge of the city’s urban administration and comprehensive law enforcement work. 

1. Implementing guidelines, laws, regulations and rules of the nation, the province  and the city about urban administration and law enforcement. Drafting, implementing regional regulations and rules. 

2. Drafting, implementing development strategies, mid-to-long-term development plans and annual plans for urban administration. Devising, implementing special plans for urban infrastructure, public utilities, urban look, landscape and environment hygiene. 

3. Responsible for comprehensive coordination, supervision and examination of urban administration. Responsible for administration and regulation of urban infrastructure, public utilities, urban look, landscape and environment hygiene sectors. Devising management systems and regulations for the sectors, as well as technical standards for maintenance, services and safety management. Supervising, administering and instructing on biddings and inviting biddings for maintenance projects. 

4. Devising, supervising implementation of special fund plans for urban administration and law enforcement. 

5. Responsible for approving, supervising administration of urban infrastructure, public utilities, urban look, landscape, environment hygiene, river courses, outdoor signs, waste soil, and dog control. Responsible for routine maintenance and repair for urban infrastructure. Joining other departments to decide on locations, design and checks upon acceptance of urban infrastructure projects. 

6. Devising plans to increase road parking spaces. Instructing on, supervising administration of parking fees in urban areas. Planning rental locations of public bikes. 

7. Responsible for checking qualifications of water supplying companies and water quality. Responsible for water conservation work. 

8. Centralizing the power of administrative penalty in urban management. 

9. Responsible for supervising workers in urban administration units and their exercise of power. Organizing major urban administration and special law enforcement actions citywide. Coordinating urban administration and law enforcement in key areas. Responsible for coordinating law enforcement cases that span across districts. 

10. Responsible for tackling natural disasters including floods, typhoons and snowstorms. Making, implementing emergency plans to deal with public incidents related to urban administration. Pushing ahead the city’s innovation on urban administration work. Pushing ahead urban administration and law enforcement via digital tools.

11. Completing other tasks delegated by the municipal government.
