1. Implements guidelines, policies, laws and regulations of the nation and the province about data resource management. Drafts, implements the city’s regional regulations, rules and regulatory documents as delegated. Drafts, implements the city's data resource development strategies, development plans, annual plans, policies, and evaluation system.

2. Organizes, implements national and regional data technology standards. Researches, devises and implements standards and regulations about data collection, storage, application, openness and sharing.  

3. Responsible for building, managing the city's government affairs data and public data platforms. Organizes, coordinates the making, sorting, management, application and sharing of government affairs data and public data. Promotes application of data resources in government management and social governance sectors. Organizes, implements the building of the city’s major projects including “data brain.”

4. Instructs on the city’s data development and application in economic and social areas. Promotes development of the city’s big data industry. 

5. Instructs on improvement of the city’s data safety system. Organizes, conducts work to secure the city’s government affairs data and public data.

6. Organizes, coordinates building, management and performance evaluation for the municipal government’s smart e-government projects and data resource infrastructure.  

7. Responsible for building, managing the government site. Instructs districts and counties/county-level cities on e-government affairs and website building. Responsible for building, managing and providing service security for the municipal government’s public data resource platform. 

8. Responsible for the city’s international exchange and cooperation on data resources, and government informatization. Works with government units to do big data-related work and train government informatization personnels. 

9. Achieving other tasks delegated by the municipal government.
