4. Leads, pushes ahead financial institution reform and development. Participates in restructuring, reorganization of regional financial institutions. Supports growth of local financial institutions. Coordinates, pushes ahead regional financial institutions’ cooperation and their domestic and foreign counterparts. Leads the trial of application, review, coordinated supervision and annual evaluation of small loan firms. Instructs on building of financial systems of main towns. 

5. Leads, coordinates affairs related to financial stability. Researches, improves regional financial stability coordination mechanism. Organizes, coordinates contingency actions to tackle financial accidents. Joins relevant units to clamp down, combat illegal financial institutions, illegal financial activities, and illegal fund raising activities. Works with financial regulatory units to enhance financial supervision. Oversees local government units in taking the responsibility to avoid financial risks and solving problems.

6. Responsible for instructing enterprises on public listing. Organizes, coordinates education, reference, restructuring and application for public listings. Works with securities regulatory units to enhance supervision on listed companies. Works with other units assess the credit of securities agencies. 

7. Leads to push ahead improvement of local capital market. Responsible for pushing ahead development of equity investment sectors. Instructs on construction of equity investment cluster areas. Pushes ahead listing of more high-tech enterprises on the National Equities Exchange And Quotations. Works with relevant units to instruct on and coordinate construction of the city’s property right trading market. 

8. Participates in, organizes work related to financial talent training and introduction. Participates in drafting policies to introduce financial talents of various kinds, and organizes such work. Participates in training of financial management talents and international exchange.
