1. Implements, and supervises implementation of guidelines, policies, laws, regulations, and rules of the nation and the province about civil air defense. Drafts local rules and regulations as delegated about civil air defense. Instructs on and enforces laws about civil air defense. 

2. Devises plans to build civil air defense system, based on national economy, social development and military development plans. Devises plans to develop the city’s underground space and their compatibility with urban construction. 

3. Responsible for approving construction and supervising quality of civil air defense projects based on authorization, and completion-based check and acceptance of such projects. Approves construction of underground space with civil air defense features. Responsible for approving projects to renovate, demolish and scrap civil air defense spaces. Instructs on maintenance, management, and routine use of civil air defense spaces, and converts such structures for war or peace purposes when necessary. Implements civil air defense requirements in underground structure construction. 

4. Organizes, implements building and management of civil air defense command & communication systems, alarms, command posts, and evacuation sites. Makes plans for urban civil air defense action and personal protection in public emergencies. Works with relevant units to propose protection targets and reports to superior units. Instructs on major economic target institutions on making protection measures at peacetime and emergency repair at war. Participates in the city’s disaster relief and emergency rescue by making the best of civil air defense command, communication and grassroots-based civil air defense organizations. Organizes civil air defense and disaster prevention drills. 

5. Promotes knowledge about civil air defense among the public, and organizes education and technique training as such. Makes civil air defense education and training plans, decides on education and training content and works with relevant units to implement such plans. Instructs relevant units on forming, training grassroots-based organizations for communications, anti-chemical, anti-epidemic, medical aid, disaster relief, emergency repair, firefighting, social security and transportation purposes. Instructs on forming of civil air defense volunteer teams. 

6. Responsible for managing civil air defense-related state-owned assets, expenses, and logistics. Raises funds to improve civil air defense, and plans budgets and final accounts for civil air defense expenses. Organizes internal audits. Responsible for supervising, checking use of district, county/county-level city expenses. 

7. Responsible for managing civil air defense-related science and technologies. Organizes civil air defense-related science and technology research and academic exchange. Promotes application of such research results. 

8. Instructs district, counties/county-level cities on civil air defense affairs. 

9. Achieves other tasks delegated by the municipal government, Hangzhou Garrison and the municipal military mobilization commission. 

10. Issues civil air defense orders and instructions at war based on decisions of the CPC Hangzhou Municipal Committee, Hangzhou Municipal Government and military command organizations. Opens command posts when appropriate, and implements effective command.
